    Technical SME responsible for managing and maintaining networks to ensure high-quality voice communication services, often using Voice over IP (VoIP) technology.

    A Network Engineer for Voice is responsible for designing, implementing, and maintaining the network infrastructure required to support voice communication services. This includes both traditional telephony systems and modern VoIP technologies. The goal is to ensure that voice communication is reliable, clear, and efficient.

    Essential Duties and Responsibilities:
    Network Design: Designing and configuring network architectures that prioritize voice traffic to minimize latency, jitter, and packet loss. This involves considering Quality of Service (QoS) settings, traffic segmentation, and proper bandwidth allocation. VoIP Implementation: Setting up and configuring VoIP platforms, such as Cisco Unified Communications Manager (CUCM), Microsoft Teams Voice, or open-source alternatives like Asterisk. This includes user provisioning, dial plan configuration, and integrating with other systems. QoS Configuration: Implementing Quality of Service settings to prioritize voice traffic over other types of data traffic. This ensures that voice packets are given higher priority to maintain call quality. Security: Ensuring the security of voice communication, including encryption, access controls, and firewalls. VoIP systems can be vulnerable to attacks, so network engineers must implement security measures to protect sensitive voice data. Monitoring and Troubleshooting: Constantly monitoring the network to identify and resolve issues related to call quality, connectivity, and performance. This involves using network monitoring tools to diagnose and troubleshoot problems. Capacity Planning: Estimating the network's capacity requirements to accommodate voice traffic growth. This involves predicting future usage patterns and scaling the network infrastructure accordingly. Collaboration: Working closely with other IT teams, such as those responsible for data networking, security, and server infrastructure, to ensure seamless integration and alignment of voice services. Documentation: Keeping detailed records of network configurations, changes, and troubleshooting steps. Clear documentation is crucial for maintaining the network and resolving issues efficiently.
    Skills and Qualifications:
    • Strong understanding of networking fundamentals, including TCP/IP, routing, switching, and subnetting.
    • Knowledge of VoIP protocols and technologies, such as SIP (Session Initiation Protocol) and RTP (Real-time Transport Protocol).
    • Familiarity with VoIP platforms and software, both proprietary and open-source.
    • Experience with network hardware such as routers, switches, and firewalls.
    • Proficiency in configuring QoS settings to prioritize real-time voice traffic.
    • Problem-solving and troubleshooting skills to diagnose and resolve network and voice-related issues.
    • Understanding of security principles related to voice communication.
    • Collaboration skills to work effectively with cross-functional teams.
    • Well-developed network technical skills. Skills in organizing and presenting information, proposals etc.
    • Ability to plan and carry out virtually all typical assignments within network administration.
    • Ability to build effective relationships within the City and to train others.


    Minimum Qualifications

    Bachelors degree in computer science or engineering (equivalent professional experience may be considered for substitution for the required degree on an exception basis).5 years of specific network experience.

    Preferred Education & Experience

    Masters degree in computer science or engineering (equivalent professional experience may be considered for substitution for the masters degree on an exception basis) with 5-8 years' of directly related professional work.
