    We are seeking a highly motivated and experienced Sr. Management Analyst to join our forward-thinking Strategy and Performance division of the FWLab, an initiative launched by City Manager David Cooke in February 2023 to enhance the City’s capacity to make data-driven policy decisions. The FWLab includes Long-Range Planning, Budget, Strategy & Performance and Data Analytics. The FWLab is dedicated to transforming our urban environment through innovative planning, forward-thinking greenspace initiatives, and long-term development strategies.

    This is a unique opportunity to influence change, shape strategic initiatives, and advance operational excellence across the City. The Senior Management Analyst will be at the forefront of leading innovative performance measurement and strategic planning efforts, utilizing a human-centered design approach to ensure that city programs and services are both effective and responsive to the needs of our community.

    The selected candidate will work closely with City leadership and departments to refine and implement performance measurement systems, drive strategic planning initiatives, and support a culture of continuous improvement. This role will focus on leveraging robust data analysis and facilitating cross-functional collaboration to ensure that the City’s operations are aligned with its mission, vision, and values. The ideal candidate will possess strong analytical and facilitation skills, along with the ability to apply human-centered design principles to enhance decision-making, optimize processes, and engage stakeholders.

    Minimum Qualifications:
    • Master’s degree from an accredited college or university with major course work in Public Administration, Finance, Business Administration, or related field
    • Four (4) years of experience in the analysis of processes, procedures, operations, systems or methods, including experience in the functional area of assignment such as budget/financial management, research analysis or related experience.
    • Valid Texas Driver’s License

    Preferred Qualifications:
    • Experience with performance measurement/strategic alignment software.
    • Expertise in GIS, spatial analysis, and data visualization/BI-tools (e.g., ArcGIS, Tableau, Power BI, Looker).
    • Government experience in managing performance measurement data, developing measures, and strategic alignment.
    • Proven expertise in human-centered design and/or UX (user experience) methodologies, with the ability to apply these principles to service design and organizational innovation.
    • Experience leading cross-functional teams and facilitating complex discussions and workshops
    • Ability to manage multiple projects simultaneously, balancing strategic priorities with day-to-day operational needs

    The Sr. Management Analyst job responsibilities include:
    • Lead Performance Measurement & Strategic Planning: Provide senior-level expertise in developing and managing the City's performance measurement system, ensuring it aligns with strategic objectives and fosters accountability and continuous improvement. Champion the use of data and analysis to inform decision-making and optimize resource allocation.
    • Facilitate Collaborative Workshops and Discussions: Design and facilitate workshops, strategy sessions, and cross-departmental discussions using human-centered design principles to engage stakeholders, drive consensus, and identify innovative solutions that improve city services and programs.
    • Develop and Deliver Analytical Insights: Create comprehensive reports, data visualizations, and performance dashboards that provide clear insights into key performance indicators (KPIs), trends, and areas for improvement. Guide City leadership and departments in interpreting these insights to make informed, data-driven decisions.
    • Provide Strategic Consultation and Mentorship: Act as a trusted advisor to senior leaders and department heads on strategic planning, performance measurement, and process optimization. Mentor staff and teams in the use of performance management tools and methodologies, helping build capacity across the organization.
    • Support Organizational Innovation: Lead efforts to identify opportunities for innovation and process improvement using a human-centered design framework. Guide the development of new policies, processes, and services that enhance customer satisfaction, operational efficiency, and community impact.
    • Design and Conduct Studies: Develop methodologies and conduct complex organizational studies, focusing on areas such as program evaluation, process optimization, staff utilization, and feasibility analysis. Use facilitation techniques to engage diverse stakeholders in co-designing solutions that are both effective and equitable.
    • Oversee Surveys and Data Collection: Lead the development, administration, and analysis of surveys and other data collection efforts, ensuring that insights are actionable and inform decision-making. Utilize human-centered design principles to ensure surveys are inclusive and accessible to all stakeholders.
    • Promote Change Management and Employee Engagement: Lead and participate in initiatives related to organizational change, employee engagement, and innovation. Facilitate discussions and activities that promote a growth mindset, encourage the adoption of new technologies, and foster a culture of continuous learning and improvement.
    • Drive Performance Reviews and Strategic Alignment: Help coordinate and participate in regular strategic plan and performance measurement reviews, ensuring alignment between department goals and the City’s overall strategic vision

    Medical Program

    The City offers two plan options through Meritain Health, an Aetna company.

    The Health Center Plan – Offers employees and their family’s

Employees can visit any one of the three City of Fort Worth Employee Health Centers and receive guaranteed same or next day appointments for sick visits. Also, services are available at any one of the five satellite locations that serves employees across the city.

    The Consumer Choice Plan – Is offered to employees at no cost or low monthly premiums to cover eligible dependents and provides the financial benefits of a Health Savings Account (HSA).

    • Preventative services are covered at 100% on both plans.
    • Prescription Drug coverage including mail order pharmacy are also included.

    Vacation

    Eligible for 3 weeks of vacation: After successful completion of probationary period (usually
    6 months), employees may take time off for rest, relaxation, vacation, illness, religious observances, and personal business.

    Holidays

    Available on the first day of employment, the city provides employees with paid holidays, including two personal holidays.

    Wellness Program

    The city’s Healthy Challenge Wellness Program rewards all full-time, benefit-eligible employees on the city’s health insurance. The Healthy Challenge Program utilizes a points system. Participants may earn points throughout the year (Jan. 1-Dec. 15) for completing specific program activities and participants can redeem points at the end of the year for a cash reward. By participating, individuals can earn $150, $200 or $250 by accumulating program points.
