    CAREER DESCRIPTION

    INVESTIGATIVE TECHNICIAN I AND II

    SALARY

    Investigative Technician I: $68,972.80 - $92,872.00 Annually

    Investigative Technician II: $81,036.80 - $109,075.20 Annually

    In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

    Effective June 27, 2025 - 4.00% increase

    This recruitment is being held to establish an open eligible list to fill current and future vacancies in the Orange County District Attorney's Office. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

    THE DISTRICT ATTORNEY

    The Office of the Orange County District Attorney - Public Administrator, ( OCDA-PA) represents the People of the State of California in criminal and civil proceedings in the Superior Court of California and appellate courts of the state. The mission of the OCDA is to enhance public safety and welfare and to protect and respect crime victims and to create security in the community through the vigorous enforcement of criminal and civil laws in a just, honest, efficient and ethical manner.

    THE BUREAU OF INVESTIGATION

    The Orange County District Attorney’s Office - Bureau of Investigation supports the prosecutorial and law enforcement endeavors of the District Attorney. It provides a wide range of policing services tasked with suppressing crime and ensuring all criminal cases filed in Orange County are thoroughly investigated.

    THE OPPORTUNITY

    The District Attorney, Bureau of Investigation, is seeking to hire Investigative Technician professionals to provide technical support to investigative staff . The Investigative Technician will examine and analyze audio/video (A/V) recordings for the purpose of developing, enhancing, clarifying, presenting, defending evidence, and supporting associated findings in courts of law, if necessary. They will also undertake and maintain ongoing research related to the sciences of digital audio processing, digital image processing, and video recording technologies, both analog and digital.

    Examples of duties include:
    • Ability to work with attorneys, investigators, paralegals, and outside law enforcement agencies, and explain technical information to a non-technical audience
    • Operating specialized electronic equipment
    • Perform audio and video enhancement/filtration of evidentiary media through the use of state-of-the-art computer hardware and software
    • Recover evidence using sophisticated A/V equipment
    • Working closely with legal, investigative, and administrative staff to determine investigative technical needs of the office
    • Assisting in audits and inspections of equipment
    • Check out and track equipment being loaned for court or hearings
    • Triage and prioritize incoming work requests
    • Support investigative software applications, provide hardware/software planning and evaluation, use existing and special-purpose software
    • Maintain vendor software packages to meet the needs of investigative requirements, provide technical training and ensure systems efficiency and integrity
    • Liaison between legal staff and other Investigative Technicians, with the ability to verbally communicate issues regarding work requests.
    CORE COMPETENCIES
    In addition to the minimum qualifications for the Investigative Technician I/II classifications, the ideal candidate will possess the following:

    Effective Communication:
    • Ability to establish rapport with and gain cooperation of others
    • Effective and diplomatic written and oral communication
    • Ability to speak clearly and testify in court regarding the facts of the case

    Decision Making/Judgment:
    • Ability to determine appropriate equipment requirements
    • Ability to make immediate decisions
    • Ability to exercise exceptional discretion when dealing with media, staff and public
    • Ability to properly triage incoming work
    Technical Experience:
    Analyze incoming videos and/or audio files. Properly convert A/V files with proper aspect ratios with the least amount of compression, and the appropriate output for playing in court as .mp3 and .mp4.

    Has basic Audio and Video (A/V) knowledge with the ability to do:
    • Audio clarification
    • Capture or convert A/V evidence from various sources (i.e. proprietary recording systems, online sources)
    • Process and edit media, using various A/V forensic software or industry software
    • Convert various analog tape formatted videos to digital.
    • Familiar with hash value software (i.e. MD5) and the use for Integrity Verification and File Identification.

    RECRUITMENT PROCESS

    The Office of the District Attorney Human Resources screens all applications to identify the qualified candidates. After screening, qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the competition. After all the test procedures have been completed, the District Attorney's Human Resources will establish an eligible list of qualified candidates.


    The recruitment procedure will consist of the following steps. Each step will require a few weeks to complete.


    Application Appraisal Panel | (Weighted 100%)

    Application materials will be rated by a panel of job knowledge experts for those qualifications most needed to perform the duties of the job. The more qualified candidates will be referred to the next step. This is a competitive process; therefore, be thorough in your responses.

    Eligible List
    Once the assessment has been completed, District Attorney-Public Administrator Human Resources will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.

    Based on the Department's needs, the recruitment procedure listed above may be modified. All candidates will be notified of any changes in the recruitment procedure.

    SPECIAL QUALIFICATIONS Candidates under consideration for hire by the Office of the District Attorney-Public Administrator will be required to successfully pass an extensive and thorough background investigation, including Live Scan fingerprinting, and medical testing to the satisfaction of the District Attorney.
