    KEY RESPONSIBILITIES
    • Provide direction, training, and task assignments to payroll staff.
    • Verify, process, and audit payroll data for accuracy and compliance.
    • Enter employee data and deductions, ensuring legal and policy compliance.
    • Process off-cycle payments, retro deductions, and resolve payroll issues.
    • Respond to payroll inquiries and train staff on payroll procedures.

    TELEWORK/ALTERNATIVE SCHEDULE OPPORTUNITY

    This position is eligible for a combination of telework and on-site work assignments OR an alternative (9/80) schedule after successful completion of the probationary period. Telework must be completed from a pre-designated home-based location within the State of California, and employees may be required to report on-site to address business needs.

    Telework is at the sole discretion of the Court and may be rescinded immediately, without prior notice, based on the needs of the San Bernardino County Superior Court.

    DEFINITION

    Under direction, performs a variety of complex technical and administrative duties in support of the preparation and processing of payroll; ensures employee work time is properly recorded and coded and employees are paid accurately, on time, and in accordance with applicable laws, policies, and collective bargaining agreements; responds to employee payroll questions and requests for information; prepares, maintains, and distributes a variety of payroll records and reports; contributes to special projects provides technical assistance to management staff; provides lead direction to assigned staff; and performs related duties as assigned.

    SUPERVISION RECEIVED AND EXERCISED

    Receives direction from assigned supervisory or management personnel. Exercises technical and functional direction over and provides training to lower-level staff.

    CLASS CHARACTERISTICS

    This is the advanced journey-level classification in the Payroll Specialist series, responsible for performing the most complex work assigned to the series. Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment. Positions in the classification rely on experience and judgment for payroll processing. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to process payroll. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. Positions at this level provide lead direction to assigned payroll staff.

    Essential Functions

    EXAMPLES OF TYPICAL JOB FUNCTIONS (Illustrative Only)

    Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
    • Provides lead direction, training, and work review for payroll processing staff; organizes and assigns work and follows up to ensure coordination and completion of assigned tasks.
    • Receives, reviews, verifies, and processes time/attendance files to prepare payroll for all Court employees; audits documents for completeness, accuracy, and compliance with rules and regulations; prepares and balances payroll reports and records.
    • Processes, calculates, and maintains records of a variety of payroll actions, including, but not limited to, new-hire set-up, overtime hours, salary adjustments, incentive and/or premium pay, retroactive pay, benefits withholdings, wage garnishments, withholding changes, and final paychecks based on appropriate provisions; maintains employee records for voluntary and non-voluntary deductions; processes manual checks, voided checks, and payroll reversals as needed.
    • Sets up, compiles, and verifies, payroll related data in the payroll system, termination pay, and retroactive deductions
    • Enters withholding data, direct deposit requests, deductions and employee information into the payroll system; invoices employees for payroll related amounts due.
    • Processes, reviews and corrects off cycle payments and deductions.
    • Creates and submit correspondence, emails, and verifications submitted by inside and outside customers for a wide variety of payroll issues and money recoveries.
    • Ensures the accurate interpretation and application of, and compliance with, provisions of collective bargaining agreements and personnel rules as they apply to payroll and benefits.
    • Applies and ensures compliance with applicable tax laws and rulings with regard to the employee benefits program and employee earnings.
    • Maintains a variety of files and records related to the Court’s payroll system and general accounting techniques and procedures; reconciles transactions and data as directed; records changes and resolves differences.
    • Generates, researches and compiles a variety of reports, audits, and other payroll related data; reviews and analyzes payroll reports for issues; determines resolution and processes adjustments to resolve issues.
    • Processes position control for the Court; reviews position documents and develops organizational charts; prepares change requests.
    • Composes, types, edits, and proofreads a variety of documents, including forms, memos, and standard reports and correspondence for department management and staff; verifies and reviews forms and reports for completeness and conformance with established regulations and procedures; applies departmental and program policies and procedures in determining completeness of applications, records, and files.
    • Responds to the most complex payroll related questions; responds to complaints and requests for information.
    • Conducts training on payroll related topics; communicates with departments and employees as directed regarding new hires, pay rates, benefits, leave accruals, and other payroll related topics.
    • Observes and complies with all Court and mandated safety rules, regulations, and protocols.
    • Performs related duties as required.


    Minimum Qualifications

    QUALIFICATIONS

    Education and Experience:

    Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

    Education:
    • Equivalent to an associate degree with major coursework in accounting, finance, or a related field.

    Experience:
    • Four (4) years of increasingly responsible payroll processing work experience.

    Licenses and Certifications:
    • Possession of a valid California Driver’s License, a satisfactory driving record, and a properly registered and insured vehicle, to be maintained throughout employment.

    Selection Process

    Physical Characteristics

    PHYSICAL DEMANDS

    Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.

    ENVIRONMENTAL CONDITIONS

    Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing divisional policies and procedures.

    BENEFITS SUMMARY

    The San Bernardino Superior Court offers a range of benefit programs for employees and their eligible dependents. These include medical, dental, vision, and life insurance, as well as a variety of voluntary benefits. Programs and benefit amounts vary and are based on bargaining unit, family size, hire date, plan selection, and number of hours worked.A summary of benefits is provided below.

    Health and Welfare Benefits
    MEDICAL: The Court offers a variety of comprehensive health plan options to fit individual employee needs. The Court contributes up to $200.00 in benefit plan dollars each pay period to help full-time employees pay for health premiums. In addition, the health plan subsidy the court contributes toward the employee cost is 58.5% to 60% based on plan selection and level of coverage.

    DENTAL: The dental subsidy is equivalent to 100% of the employee only DPPO plan (but not less than twenty-three dollars and two cents {$23.02} per pay period).

    VISION: Court-paid plan for employees and eligible dependents. No co-pay/deductible for eye exams; frames and standard lenses or contact lenses (in lieu of standard lenses) every twelve (12) months.

    SHORT-TERM DISABILITY: Court-paid benefit that provides partial income replacement in the event that an employee is unable to work due to a non-work related disability.

    LONG-TERM DISABILITY: Court-paid benefit that provides partial income replacement in the event that an employee is unable to work due to a non-work related disability.

    LIFE INSURANCE: Court-paid basic life insurance benefit of $85,000. Additional supplemental life and AD&D insurance benefits may be purchased voluntarily.

    MEDICAL REIMBURSEMENT ACCOUNT: Flexible Spending Account (FSA) that helps participating employees lower their taxable income. Under this plan, employees elect to set aside pre-tax money each pay period to pay for eligible out-of-pocket medical expenses for themselves and their eligible dependents that are not paid by insurance or reimbursed by any other benefit plan. The Court contributes a dollar for dollar match up to $20.00 per pay period up to a maximum of five-hundred dollars ($500.00) per plan year.

    DEPENDENT CARE ASSISTANCE PLAN: This is a type of Flexible Spending Account (FSA) that helps participating eligible employees lower their taxable income. Under this plan, employees may set aside pre-tax dollars to pay for qualified childcare or dependent care expenses that are necessary for the employee and/or spouse to continue working.

    Leave Allowances
    VACATION: After completion of the requisite hours of continuous service (based on the bargaining unit), employees are eligible to use accrued vacation allowance. Depending on length of service, employees may accrue from 80 to 200 hours annually.

    ADMINISTRATIVE LEAVE: Eighty (80) hours of additional leave to be used during the calendar year, prorated depending on start date.

    HOLIDAY: Fourteen (14) paid recognized holidays and the accrual of two (2) floating holidays annually.

    SICK LEAVE: Employees in regular positions accrue approximately 3.69 hours of sick leave per pay period to use during instances of authorized absence due to illness, injury, or medically related appointments.

    BEREAVEMENT LEAVE: ALL employees are eligible to receive a maximum of thirty-two (32) hours of paid leave per occurrence for bereavement leave due to the death of a person in the immediate family.

    Retirement and Deferred Compensation Plans
    RETIREMENT: The Court is a 1937 Act employer. The Court does not pay into the Social Security system; however, it does contribute to Medicare.

    Retirement benefits subject to change.

    DEFERRED COMPENSATION: Employees are eligible to participate in the Court's 457 and/or the 401(k) Deferred Compensation Plans. These are supplemental retirement plans that permit employees to defer a certain portion of their pre or post tax salary, within certain Internal Revenue Service (IRS) limits, to an account maintained by an investment service provider. Participating employees in the pre-tax option postpone paying taxes on the deferred portion of their income.

    401(k): The court matches up to 4% and doubles the contribution up to 8%.
    457: Employees may elect to have a percentage of their salary or a flat amount deferred for a pre or post tax investment.

    RETIREMENT MEDICAL TRUST: This plan helps with the high cost of health care expenses after retirement. Participation is for those with ten (10) or more years of participation in SBCERA or where the individual contributed to a public sector retirement system or system(s) over a ten (10) year period and did not withdraw the contribution form the retirement system(s). Under this plan, eligible retired participants pay for qualified expenses on a non-tax basis. All contributions, earnings, and reimbursements are tax free. The trust is funded by the eligible cash value of the participant's sick leave upon separation of service and Court contributions. The Court contributes a percentage of the employee's salary to the trust per pay period.

    Additional Benefits
    TUITION BENEFIT: The Court shall provide $1,500.00 per fiscal year to be used for job related education or career development, book fees or to reimburse membership dues in professional organizations.

    CAR ALLOWANCE: Use of Court Vehicle.

    CELL PHONE: The Court shall provide reimbursement of $20.00 for voice and $20.00 for data services per month upon submission of proper forms and documentation.

    FLEXIBLE WORK SCHEDULE: The Court recognizes the importance of work/life balance. Employees may request alternative work scheduling or flexible work schedules when classifications meet the requirements.

    COMMUTER SERVICES: This program assists with providing information on carpools, rideshare matching, and public transportation options. The Court offers incentives for employees eligible to participating in Ridesharing activities.

    The Human Resources Department reserves the right to modify the benefit programs in accordance with the Personnel Rules and Regulations.
