    DESCRIPTION

    The City of Long Beach, Department of Health and Human Services, Physician Services Bureau’s Clinical Division is recruiting for a Community Program Specialist IV. This is a TEMPORARY position intended to assist with the current TB emergency in the City of Long Beach. Reporting to the TB Nurse Practitioner, this position will provide oversight on the TB Clinic’s surveillance systems, epidemiologic studies, and epidemiologic research methodology and data analysis. This position is primarily located at the Main Health Department, 2525 Grand Avenue, Long Beach, CA 90815 and may assist at satellite locations.

    Please note this an a non-recurrent position in which duties shall be discontinued within nine months from the date they are first commenced.

    EXAMPLES OF DUTIES

    • Plans, conducts, and evaluates epidemiological studies and investigations of TB outbreaks; including the development of study design and methodology, analysis of case and control data, and preparation of reports on the study or investigation findings;
    • Plans, manages, and evaluates data collection and surveillance systems to investigate and control acute, chronic, and other health related diseases;
    • Conducts complex data analyses on large and small datasets using methodological techniques and computer software appropriate for epidemiological analysis;
    • Acts as representative of the Clinical Services Divisions and attends related meetings and conferences as necessary;
    • Oversees collection and analysis of data for disease outbreaks and the coordination of emergency response to related outbreaks;
    • Works closely with local hospitals and California Department of Public Health personnel to manage surveillance and response to emerging infections;
    • Collaborate with local health jurisdictions and the State regarding TB and communicable disease outbreaks and investigations;
    • Interprets and analyzes data for communicable disease and emerging infectious diseases;
    • Supports technical research projects related to TB and other communicable diseases, emerging infections;
    • Create production of internal and external reports;
    • Disseminates information to various agencies, and submits research items for publication and presentation;
    • Presents information to stakeholders and community members on TB and other communicable diseases;
    • Performs other related duties as required.


    REQUIREMENTS TO FILE

    EDUCATION
    • Graduation from an accredited college or university with a Bachelor’s Degree in Business, Public Administration, or closely related field.
      • Experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis.
    EXPERIENCE
    • Three (3) years full-time progressively complex experience offering specific and substantial preparation for the duties of the position.
      • A Master’s Degree in Public Health, Public Administration, Public Policy, or closely related field from an accredited college or university may be substituted for up to one (1) year of the required professional experience.
    ABILITY TO:
    • Learn, interpret, retain, and communicate technical and complex information, terminology, policies and procedures related to grant programs and compliance.
    • Research and analyze data using a systematic and logical approach.
    • Communicate clearly and concisely, both orally and in writing.
    • Understand and follow oral and written instructions and procedures.
    • Maintain accurate records and files.
    • Work independently and/or as part of a team.
    • Work effectively with a wide variety of people by consistently exercising tact, good judgment and a pro-active, problem-solving focused communication style.
    • Operate office equipment including computers, printers and copiers as well as the word processing, spreadsheet, e-mail, database and program specific applications.
    • Type and enter data accurately.
    DESIRABLE QUALIFICATIONS:
    • Master’s degree in Epidemiology, Public Health, Biostatistics, or a related field.
    • Prior experience in public health, epidemiology, or healthcare-related research, preferably involving data collection, analysis, and reporting.
    • Proficiency in specialized data analysis software.
    • Familiarity with grant-funded programs, including data reporting and compliance with funding requirements.
    • Understanding of epidemiology, disease surveillance, and public health research methods.
    • Knowledge of statistical analysis and interpretation.
    • Familiarity with public health databases (e.g., state and local disease registries).
    • Knowledge of grant application processes, reporting, and compliance requirements
    • Proficiency in statistical software.
    • Ability to design and manage databases.
    • Strong technical writing skills for creating reports, presentations, and documents.
    • Strong analytical and problem-solving skills.
    • Attention to detail in data handling, analysis, and documentation.
