    DD Incident Management Specialist

    *Typical working hours: 8:00 AM to 5:00 PM, Monday through Friday.*

    Hybrid Work Schedules/Flexible Schedules/No On-call

    This position is with the Rolla Satellite office. 105 Fairgrounds Road Rolla, MO 65402. This role requires travel to onsite visits with provider agencies.

    Inquiry Coordinator conducts inquiries in order to substantiate allegations, suspicions or complaints of abuse, neglect, human rights violations or misuse of funds against individuals served by the Department of Mental Health.

    The successful candidate will be able to demonstrate comprehensive knowledge of the following:

    • Principles and techniques related to support or assessment services.
    • Various developmental disabilities, corresponding providers, and available services.
    • Statutes, administrative rules, and regulations relating to program operation.
    • Behavioral sciences and allied disciplines involved in the evaluation, care, and support of persons with developmental disabilities.


    This position requires effective communication skills, including the use of tact and diplomacy in verbal and written interactions to foster professional working relationships with staff, community agencies, individuals with developmental disabilities and their families, and other stakeholders within and outside the department. The following description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

    What you'll do:

    • Demonstrates the ability to gather and analyze information surrounding reported events or complaints where there is an allegation or suspicion of abuse, neglect, misuse of funds or property, or when more information is needed to determine whether an investigation request will be submitted to Central Office Investigation Unit.
    • Demonstrates ability to conduct inquiry interviews, summarize, and communicate findings in a written format.
    • Demonstrates knowledge of the Event Management Tracking system.
    • Demonstrates knowledge of CSRs, DOR’s, Division Directives and guidelines set forth by the Department of Mental Health and Division of Developmental Disabilities regarding inquiries and abuse and neglect processes.
    • Has working knowledge of and contacts with provider, Regional Office, and other agencies and offices.
    • Maintain current and accurate documentation of inquiries.
    • Ensure current and accurate EMT data entry for events which require inquiry.
    • Enters inquiry findings and outcomes into the EMT system.
    • Monitor events where there is an inquiry decision to ensure closure or reason for extension is recorded, using reports available.
    • Determines whether “reasonable cause” for abuse/neglect/misuse of funds exists through the inquiry process.
    • Summarizes inquiry findings for the purpose of requesting an investigation when needed.
    • Communicate information clearly and effectively through verbal discussions and written documents.
    • Ensures that the EMT data entry form is complete and that data is correctly entered within 24 hours or by the next working day of DMH notification for those events requiring an inquiry.
    • Ensures an inquiry decision date and close date has been entered into the EMT database system for those events requiring an inquiry.
    • Ensures proper notifications have been completed within required timeframes and in writing where required, and that notifications are entered into the EMT database system
    • Completes inquiries within 10 working days, unless for good cause shown additional time is needed.


    Minimum qualifications:

    Six years of experience or Bachelor’s degree and three or more years' experience or an Associates' degree with four to eight years of experience preferred.

    Preferred Skills/Experience

    Experience in gathering and analyzing information related to abuse, neglect, misuse of funds or property. Experience conducting interviews as part of investigations, including law enforcement investigations, summarizing findings, and communicating results. Strong Investigation skills, including those related to law enforcement, are highly desirable. Interviewing experience is preferred. Ability to read, decipher, and articulate statutes, regulations, and legal guidelines clearly and effectively.
