    Education and Experience : Bachelor's Degree or higher in Information Systems, Computer Science, Computer Engineering, or related field and six (6) years of professional technical experience in working with public safety communications infrastructure, wireless/microwave networks, including two (2) years in a lead or supervisory capacity.

    Licenses and Certificates : Valid Texas Class “C” Driver’s license or an equivalent issued by another state by date of appointment.

    Special Requirements : Applicants for positions assigned to the Department of Information Technology Services must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check within the first six months from hire and maintain CJIS eligibility. CJIS requirements are related to system access and the following list of convictions or deferred adjudications will fail the CJIS background check and result in disqualification or termination of employment: Felony Convictions, Felony Deferred Adjudication, Class A or B Misdemeanor Deferred Adjudication, Class A or B Misdemeanor convictions, and open arrest warrants for any criminal offense (Felony or Misdemeanor), and family violence convictions.

    General Purpose

    Under general direction and in coordination with the City’s Department of Information Technology Services (DoITS), administer, manage, review, and implement the City’s public safety wireless/microwave, and communication systems and infrastructure.

    Typical Duties

    Direct and assess the customization, installation, and maintenance of the public safety wireless/microwave infrastructure. Involves: Maintain oversight of the wireless/microwave network quality, stability, and optimization based on data reported from the Network Operations Center (NOC). Serve as an advisor providing operational planning and guidance on data from the NOC for the performance of routine maintenance. Administer and implement a disaster recovery plan for managed systems. Oversee and implement the IT security on the public safety wireless/microwave system. Manage and monitor projects related to maintaining and enhancing safety systems.

    Perform high-level administrative functions related to the public safety division. Involves: Plan, develop, implement, and oversee long and short-term strategic planning to guide the Public Safety Division in conjunction with staff, city officials, and key public safety agency stakeholders. Establish long and short-term goals and objectives to meet the needs of the City in coordination with the City's Strategic Plan. Develop and maintain system disaster recovery programs for critical public safety systems. Manage contractors and vendors by developing and evaluating RFPs, completing contract negotiations, and reviewing contract deliverables. Oversee preparation of reports pertaining to technical, financial, and statistical data. Oversees and ensures legal compliance and budgetary expenditures. Coordinate activities and communication between IT executive management regarding public safety initiatives. Ensure alignment with and adherence to DoITS and cybersecurity policies and procedures.

    Represent the City at various meetings and conferences and interact with a wide range of officials, department directors, coworkers, and the public. Involves: Advise the Information Technology Director in a timely manner of situations or issues that have or could lead to deviation from expected results, and recommend appropriate solutions or options.

    Supervise assigned employees. Involves: Assign, schedule, guide, and monitor work. Appraise employee performance and review appraisals by subordinate supervisors. Provide for staff training and development. Counsel, motivate, and maintain harmony. Identify and resolve staff differences, conflicts, and deficiencies. Interview applicants. Recommend hiring, termination, transfers, discipline, or other employee status changes. Enforce personnel rules and regulations and work behavior standards firmly and impartially.
