In collaboration with the Division Director, the Division Deputy Director will oversee the development and administration of the Division. - Assist the Division Director in implementation and administration of the Division’s functions, policies, and initiatives.
- Supervise and guide the Division’s executive team under the leadership of the Director, ensuring rapport, respect, and trust within the executive team and between the executive team and the rest of the Division.
- Oversee day-to-day operations of the Division, including rule interpretation, document review and approval, policy analysis and advice, personnel oversight, and project management, all with an emphasis on fostering a positive and collaborative working environment.
- Advise the Division Director on organizational strategy and planning, regulatory policy, and critical issue development.
- Ensure consistent interpretation and application of regulations and regulatory perspective within the Division.
- Pursue, facilitate, and encourage collaboration and connections with external partners, with other divisions and programs within the Department, and between groups within the Division.
- Represent the Division through written and verbal communication to the public, media, the legislature, and other agencies.
- Draft, review, and edit Division communications to the regulated industry and other external stakeholders.
- Assist with development and administration of the Division’s budget, vendor and contract management, and large-scale procurements, including Requests for Proposal.
- Participate on department level committees and workgroups for the betterment of the division and DHSS.
- Assist the Division Director with implementing department level initiatives and cultural transformation by promoting better employee relationships, engagement, and fulfillment.
Minimum Qualifications: - At least five years of experience in a regulatory field with regulatory policy development or implementation preferred.
- Experience in developing or contributing to organizational budget development with state agency budget development preferred.
- At least three years of management-level supervisory experience.
- Expertise in public communication to a variety of stakeholders on complex and controversial subject matter.
- Demonstrable expertise in leading collaboration between groups.
- Strong written and verbal communication skills.
- Familiarity with Article XIV and associated regulations.
- A bachelor's degree or higher in business administration, public administration, public health, law, or related field.
