    The Position

    The City of Riverside is accepting applications for the position of Code Enforcement Officer I/II to fill one vacancy in the Code Enforcement Division of the Community and Economic Development Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.

    The Code Enforcement Officer (I / II) position works under close to general supervision, will perform technical office and field work associated with the enforcement of municipal and other related codes dealing with zoning, land use, building, housing, dangerous buildings, inoperable vehicles, noise, litter, sanitation, weeds and other public nuisance code provisions, and will perform other related work as assigned.

    Code Enforcement Officer I

    $31.90 - $38.78 hourly
    This is the entry-level class in the code enforcement series. This class works under close supervision and receive detailed instruction in the performance of routine and less complex code enforcement activities. This class is distinguished from the Code Enforcement Officer II Work by the generality and simplicity of the assignments received and by the lesser independence with which an incumbent is expected to perform.     Code Enforcement Officer II
    $36.94 - $44.88 hourly
    This is the journey level class in the code enforcement series. Work in this class is distinguished from that of the Code Enforcement Officer I by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to perform.     Work Performed

    -As a Code Enforcement Officer I, ty pical duties may include, but are not limited to, the following:
    • Assist in the enforcement of City codes and ordinances which pertain to such areas as nuisances, zoning, building codes, weed abatement, inoperable vehicles, substandard housing, dangerous buildings, health and safety, and other related property maintenance requirements.
    • Receive and investigate complaints and survey the City for possible code violations; explain ordinances to citizens and work with citizens to gain voluntary compliance with applicable City ordinances and codes.
    • Inspect dwellings, buildings, vacant lots, businesses, and commercial properties for violations of applicable City ordinances and codes.
    • Prepare reports and notices regarding related ordinance and code violations; issue citations and directives to offending parties, outlining or describing steps for compliance.
    • Manage and organize all case reports and documents through computer systems used within the department; communicate with various owners regarding inspections, violations, and necessary remedies required.
    • Conduct routine City property checks to minimize issues regarding theft, trespassing, dumping, vandalism, illegal parking, and abandoned vehicles.
    • Coordinate maintenance activities and clean-up efforts for City owned properties; monitor and coordinate completion of the maintenance of buildings and property for housing or related special programs.
    • Act as liaison with contractors and assist in requesting service for property maintenance related tasks and ensure completion.
    • Perform other duties as assigned.

    In addition to above, as a Code Enforcement Officer II, typical duties may include, but are not limited to, the following:
    • Ensure enforcement with City codes and ordinances which pertain to such areas as nuisances, zoning, building codes, weed abatement, inoperable vehicles, substandard housing, dangerous buildings, health and safety, and other related property maintenance requirements.
    • Operate a computer, using applicable software to perform required research and maintain case investigation records.
    • Prepare reports and notices regarding related ordinance and code violations; issue citations and directives to offending parties, outlining or describing steps for compliance; represent the City in hearings or court proceedings.
    • Coordinate efforts through the City Attorney's Office and assist with complaint preparation; appear at arraignments and provide court testimony as needed.
    • Perform administrative abatements as required; prepare requests for Inspection and Abatement Warrants as required.
    • Perform other duties as assigned.


    Qualifications

    Qualifications for the Code Enforcement Officer I

    Education: High School graduation or satisfactory equivalent (GED).

    Experience:
    One year of responsible public contact work with primary experience in the area of enforcement of public laws or guidelines, conducting public inspection or complaint investigations, preferably supplemented by college level course work in planning, building, code enforcement, administration of justice or a related field.

    Licenses and Certifications: Possession of, or ability to obtain, an appropriate, valid Class “C” California Motor Vehicle Operator’s License.

    Possession of a Level 3 PC 832 Peace Officer’s Standard and Training (POST) Certificate within twelve (12) months of employment.

    Qualifications for the Code Enforcement Officer II

    Education: High School graduation or satisfactory equivalent (GED).

    Experience: Two (2) years of responsible public contact work with primary experience in the area of enforcement of public laws or guidelines.

    Licenses and Certifications: Possession of, or ability to obtain, an appropriate, valid class “C” California Motor Vehicle Operator’s License.

    Possession of a Level 3 P.C. 832 Peace Officer’s Standards and Training (POST) Certificate.

    Highly Desirable Qualifications
    • Bilingual in Spanish
    • Possession of a Level 3 P.C. 832 Peace Officer's Standard and Training (POST) Certificate.
    • Experience working in Code Enforcement.
    • Available to work weekdays and weekends.
    • Available to work days and evenings.
    • Possession of any combination of California Association Code Enforcement Officers (CACEO) or American Association of Code Enforcement (AACE) Zoning Enforcement Officer and Property Maintenance & Housing Inspector certificates are highly desirable.

(AICE) at http://aice-eval.org/members/ .An advanced-level degree from an accredited US college or university.

    The City offers an attractive benefits package, the central provisions of which are as follows:
    • Retirement for Classic Members -For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3 year final compensation.The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation.The required employee contribution is 50% of the normal cost and is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Health Insurance - The City offerssix health insurance plans and contributes up to $1,469 per month for employee and dependent coverage.
    • Dental Insurance - The City provides three dental insurance plans and contributes up to $45 per month.
    • Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
    • Life Insurance - The City provides and pays for term life insuranceequal to $100,000. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
    • Deferred Compensation - The City contributes $25 a month with a minimum employee contribution of $12.50 per check. Participation in the deferred compensation plan is optional.
    • Leave Benefits - Includes vacation leave, sick leave, bereavement leave, and holiday benefits.
    • Flexible Spending Account - The City offers a Health Care and Dependent Care Flexible Spending Plan for optional participation.
    • State Disability Insurance - Automatic coverage administered by the Employee Development Department (EDD) of the State of California
    • Vacation Accrual - 0-4 yrs. = 80hrs, 5-9 yrs. = 120hrs, 10+ yrs. = 160 hrs.
