About our opportunityWe are excited to hire a full-time, exempt Plan Reviewer - Stormwater to our team in the Planning and Development Services Department, Stormwater Division. In this position, you will be responsible to review civil engineered site development plans, stormwater calculations, and permit applications for compliance with York County ordinance, state regulations, and federal regulations in regard to erosion and sediment control, stormwater, water quantity, water quality, streams/wetlands, and floodplains.
Projected Salary Range: $53,610.27 - $67,012.83 per year. Salary is determined based on experience and education.

Duties and Responsibilities:- Reviews sediment and erosion control, stormwater, water quality plans, and stormwater calculations/engineer reports.
- Reviews plans, elevation certificates, flood studies, and other regulatory submittals for floodplain encroachment and/or compliance with the County’s Flood Damage Prevention ordinance.
- Reviews residential and commercial building permits for stormwater compliance.
- Review plans for roadway, utility infrastructure, and associated land disturbance impacts to waterbodies.
- Review retaining wall plans for scour and erosion impact and sustainability.
- Review and assess detention waiver requests.
- Reviews stormwater and roadway as-builts.
- Assist in review and processing of bond requests for off-site sedimentation and final stabilization.
- Performs site visits and/or inspections for floodplain and stormwater compliance, as needed, which requires the ability to drive and operate a vehicle.
- Coordinate with other local, State and Federal government agencies on permit application approvals.
- Maintain Stormwater Compliance permit databases, archived files, and GIS data.
- Issues County Land Disturbance Permits for County and State approved plans.
- Coordinate and provide support to Environmental Compliance Inspectors on specific project issues, including approved and stamped plan sets, Pre-Construction Conferences, compliance and potential violation questions, bonding requests, as-built field inspections, and Notices of Termination applications.
About youEducation and Experience:- Associate’s Degree in Engineering, Environmental Science, or related discipline.
- Two (2) years of experience in permitting, engineering, planning, or related field.
Special Licenses and Certifications: - Valid state driver’s license.
- Must possess or obtain within one year of hire: Certified Stormwater Plan Reviewer (CSPR).
- Must possess or obtain within two years of hire: Certified Floodplain Manager (CFM).
- Certified Erosion Prevention and Sediment Control Inspector (CEPSCI) a plus.

Longevity AllowanceFull-time regular county employees, elected officials, appointed officials, and judges with ten or more years of full time continuous governmental service are eligible to receive a monthly longevity allowance in addition to their regular compensation. Continuous service transferred from employment with another county, municipality, state or a political entity created by the State may contribute toward eligibility for the longevity allowance. Longevity allowances are paid according to the following schedule.

Employees in their new hire six (6) month probationary period shall not be able to use annual leave until they become regular county employees. Employees who are separating from county service shall be paid for all accrued, unused annual leave up to 360 hours provided they give York County as the employer the proper notice as required. Employees in their six (6) month New Hire probationary period who are terminated or separated from employment shall not be paid for accrued annual leave. The maximum amount of annual leave carried into each calendar year is 360 hours.
Earning Rate for Full-Time EmployeesFull-time employees with less than ten years of continuous service earn at the rate of eight hours of paid annual leave for each month of service during a twelve months period. Full-time employees with at least ten years, but less than twenty years of continuous service will earn at the rate of ten (10) hours of paid annual leave for each month of service during a twelve month period. Full-time employees with twenty or more years of service will earn at the rate of twelve (12) hours of paid annual leave for each month of service during a twelve (12) months period.
Sick LeaveFull-time county employees may be entitled to earn sick leave with pay. Employees may accrue up to 1,440 hours of sick leave. Upon termination of employment with the County, employees may not be reimbursed for any unused sick leave. When a paid holiday occurs while an employee is on sick leave with pay, the day may not be charged as sick leave.
Earning Rate of Sick LeaveFull time employees will earn eight hours of sick leave per month of service during a twelve month period.
