    Description

    This position serves as the Reentry Specialist for residents who are pending release or have been released from the Detention Center; provides services to reduce recidivism using a Critical Time Intervention approach and other approved methods; and also provides wrap-around services to support clients who experience barriers because of criminal history. This includes administering risk and needs assessments, assisting clients with job training and job search, legal advocacy, housing assistance, navigating community supervision, accessing public benefits, and other case management needs. The Reentry Specialist will work closely with the Resident Program Coordinator to find programs that will provide clients with the skills and confidence to thrive as active participants in the community.

    This position is grant funded through Charleston County’s “Just Home Project.” This grant was awarded to Charleston County’s Community Development Department by the MacArthur Foundation to assist individuals who are released from jail detention.

    HIRING HOURLY RANGE: $22.68 - $28.36

    Duties and Responsibilities

    * Conduct outreach to recruit clients who are eligible and in need of reentry services.

    * Ensure that all clients are treated fairly and with respect.

    * Maintain an environment that is inclusive and safe for all people.

    * Provide emotional support and guidance to individuals as they navigate the challenges of reentry.

    * Conduct assessments to identify SACDC residents' needs and risks, such as mental health needs, substance abuse issues, and history of criminal behavior.

    * Use Motivational Interviewing to identify risk factors for criminal recidivism, inform participant of risk factors, and identify community resources to support participant to reduce dynamic risk factors and address needs.

    * Involve family, significant others, and participant-identified collateral contacts in service provision.

    * Provide direct services to clients through regular case management meetings.

    * Provide support to other direct service staff and/or programs based on expertise or background.

    * Work with other programs to provide services and referrals to eligible clients, ensuring that a commitment to two-generational and integrated program is at the forefront.

    * Act as advocate and liaison for participants in securing access to community services, housing, income support, and natural support such as self-help.

    * Research and refer clients to community resources, such as occupational training, public benefits, healthcare, mental health services, support groups, etc.

    * Follow up with clients to ensure that their situation has improved.

    * Provide Critical Time Intervention services by communicating with community treatment providers and conducting home or community visits in the time period following release.

    * Monitor and track milestones in client participation, such as employment acquisition, completion of certificates, increased wages, and avoiding recidivism.

    * Ensure data quality, accuracy of client files and records, complete paperwork and comprehensive outcomes tracking in the areas of housing, case management, goal setting and client progress, program intake and exit, meetings, support groups, referrals and other related activities and client interactions for internal and external purposes including coordination of services, program impact evaluation, billing, grant tracking, compliance and legal considerations.

    * Document resident interactions and interventions in SACDC JMS or other relevant software.

    * Manage relationships with grant funders supporting the Reentry Program.

    * Comply with eligibility and reporting requirements for the various funding streams for reentry programming.

    * Build partnerships with and serve as liaison to other community programs, employers, collaborative groups and government agencies relevant to reentering citizens.

    * Develop and maintain strategic alliances with community providers.

    * Attend staff meetings with the supervisor and actively participate in the “Program Development Meeting" and all staff meetings.

    * Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.

    * Other duties as assigned.

    * May be required to work during hazardous weather emergency conditions.

    Minimum Qualifications

    Minimum Education, Training, and Experience:

    Bachelor’s Degree in Human Services field such as Counseling, Social Work or Psychology, with two (2) or more years of experience in case management, law enforcement, legal advocacy, court systems, social justice, counseling, therapy, or human services.

    Must obtain Critical Time Intervention training within 6 months of hire as well as all required training of SACDC; NCIC certification, SC driver’s license, customer service skills, Microsoft Word, Outlook, and Excel.

    Knowledge, Skills and Abilities

    Knowledge:

    * Laws, legal codes/statutes, court procedures, precedents, and agency rules.

    * Eligibility criteria for new clients as well as standards for client participation.

    * Counseling agency’s abilities to provide required services for clients.

    * Administration and the overall goals needed to promote a successful outcome for each client.

    Skills:

    * Conflict resolution and interviewing.

    * Strong verbal and written communication.

    * Effective listening.

    * Time management and multi-tasking.

    * Operate a computer using standard or customized software applications appropriate to assigned tasks.

    * Continue active learning, understand the implications of new information for both current and future problem-solving and decision-making.

    Abilities:

    * Interact with diverse clients and develop a structure program for successful completion of the program(s).

    * Understand and follow written and oral instructions, policies, and procedures.

    * Deliver oral presentations to employees and new clients.

    * Work effectively in collaboration with diverse groups of people.

    * Learn new ideas and concepts.

    * Communicate effectively with others, both orally and in writing, using technical and nontechnical language.

    * Handle confidential and administrative information with tact and discretion.

    * Use integrity, ingenuity, and inventiveness in the performance of assigned tasks.

    * Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.

    Certifications:

    NCIC

    Valid SC driver’s license
