3.0% Effective February 25, 2025The Department of Public Health (DPH) is currently recruiting for a
Public Health Division Chief who will, under administrative direction, plan, organize, and implement State and department-led initiatives, oversee contracts and grants and provide project management of new and high-profile initiatives.
Duties include, but are not limited to the following:- Plan, organize, and implement assigned programs as directed by the Public Health Director, Assistant Directors, and/or Health Officer.
- Direct through subordinate managers, major service areas of public health; collaborate with managers to plan for programs within assigned specialty area, to include outlining goals, evaluating methods and procedures, assessing results, and planning future programs.
- Plan, organize, coordinate, assign, and evaluate the work of subordinate program managers, program coordinators, and staff; direct staff training, assignment, and evaluations; direct recruitment, interview, and selection of staff; set program performance standards and conduct supervisory staff evaluations
- Coordinate services between sections, divisions, and programs.
- Represent the department at various community and professional staff meetings.
- Occasionally respond to night and weekend calls.

CONDITIONS OF EMPLOYMENT
Pre-employment Process: Prior to appointment, applicant must pass a background investigation which includes verification of employment history and education, fingerprinting, physical exam, and drug screening.
Travel/Driver License: Travel throughout the County may be required. Incumbent may be required to use personal vehicle for such travel; mileage reimbursement is available. At time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation. Overnight and/or out-of-state travel may be required.

Minimum RequirementsApplicant
must meet
both of the following education and experience requirements:
Education: Bachelor's degree (or higher) in Public Health, Public/Business Administration, Health Administration, Health Science, or closely related field of study.
-AND-Option 1: Three (3) years of experience managing a Public Health program. Qualifying experience must include full-scope supervisory experience and oversight of program budget, policies, and procedures for a Public Health Department.
-OR-Option 2: Four (4) years of experience managing a government agency program (e.g., federal, state, county, local/city agencies) community health organization or closely related agency. Qualifying experience must include full-scope supervisory experience and primary oversight of program budget, policies, and procedures.
Desired QualificationsThe ideal candidate will possess the following:
- A Master's degree, or higher, in a qualifying field,
- Experience managing or working in a local or State government agency,
- Experience developing tools to ensure compliance with regulatory agency requirements, monitoring program compliance, and developing program corrective action plans, and
- Experience acting as a representative/liaison for an agency, working with governmental boards, commissions, or other public agencies.
