    A Senior Environmental Specialist job is available with The City of Fort Worth, Environmental Services Department, Environmental Quality Division. The City of Fort Worth, Air Quality Section, Compliance Investigations Team performs program-critical functions in conjunction with the Texas Commission on Environmental Quality in its implementation and continued performance of facility inspections and investigations, ensuring compliance with State and Federal Air Quality Regulations and Permitting.

    Minimum Qualifications:
    • Bachelor’s Degree from an accredited college or university with major coursework in Biology, Chemistry, Environmental Science, Planning, Public Administration, Urban Geography, or other field related to either the Natural Sciences or City Planning;
    • At least three (3) years of responsible experience in state or federally regulated environmental programs.
    • Possession of a valid Class “C” driver’s license.
    • Must pass Drug Screen, Human Performance Evaluation, Criminal Background Check, and Driver’s License Check.

    Preferred Qualifications:
    • Experience in Texas Commission on Environmental Quality air quality investigation and reporting protocols
    • Excellent technical writing skills; data tracking and analysis skills; project and program management skills.
    • Skills in public engagement and education, relating to environmental, air quality, and/or sustainability efforts.
    • Proficiency in MS Office software and the Smartsheet platform.

    The Senior Environmental Specialist job responsibilities include:
    • Supervises staff, which includes prioritizing and assigning work; ensuring staff are trained; ensuring employees follow policies and procedures; and maintaining a healthy and safe working environment; develops and plans the technical phases of environmental projects and work plans; ensures that City operations comply with applicable environmental regulations.
    • Performs and evaluates the results of inspections, surveys, and complaint investigations, and reviews submitted reports concerning their environmental impact and compliance with applicable regulations and protocols.
    • Identify, interpret, and implement environmental regulations during investigations and inspections conducted regarding applicable sections of the Texas Clean Air Act (5C Health and Safety Code, Chapter 382) and Title 30 of the Texas Administrative Code regarding Environmental Quality.
    • Prepares inspection and technical reports and recommendations regarding findings; prepares detailed correspondence and directives to businesses and individuals regarding results as necessary; issues violation notices, enforcement orders and citations to noncompliant users.
    • Performs complex calculations and documentation to complete reports and maintain records; uses computers, software for data entry and evaluation, and to prepare scientific presentations.
    • Collects samples to test environmental quality; specifies analysis to be performed; evaluates field technical, analytical and regularity data to determine compliance with regulations and implement appropriate action.
    • Performs other related duties as required.
    • Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations.

Incumbents may be exposed to moving mechanical parts, odors, dusts, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, intense noises, gases, vibrations, unsanitary conditions, workspace restrictions, and the ability to maintain a professional demeanor even when dealing with upset customers/citizens.

    Physical Demand

    Medium work - Depending on assignment, positions in this class typically exert up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and/or up to 20 pounds of force constantly having to move objects.

    Medical Program

    Vacation

    Eligible for 3 weeks of vacation: After successful completion of probationary period (usually
    6 months), employees may take time off for rest, relaxation, vacation, illness, religious observances, and personal business.

    Holidays

    Available on the first day of employment, the city provides employees with paid holidays, including two personal holidays.

    Wellness Program

    The city’s Healthy Challenge Wellness Program rewards all full-time, benefit-eligible employees on the city’s health insurance. The Healthy Challenge Program utilizes a points system. Participants may earn points throughout the year (Jan. 1-Dec. 15) for completing specific program activities and participants can redeem points at the end of the year for a cash reward. By participating, individuals can earn $150, $200 or $250 by accumulating program points.
