Full-time position with the Health Department, Behavior Health & Injury Prevention Division located at 2400 Troost.
Limited term merit will last until June 2026.Salary Range: $4,619-$6,928/month
Normal Work Days/Hours: Tuesday-Thursday, 11:00 a.m.- 8:00 p.m. and Friday-Saturday, 2:00 p.m.-11 p.m.

Responsibilities
The REACH program is a pre-arrest diversion initiative operating within the Prospect Avenue Corridor, spanning from 27th Street to 45th Street. This program offers low-level offenders an alternative to incarceration, connecting them to community resources and long-term case management instead. Through REACH, the Kansas City Health Department aims to improve public order by creating new systems of care for individuals experiencing mental health challenges, extreme poverty, or substance abuse.
- Oversees all aspects of the REACH program, including project planning, financial administration, grant management, personnel management, service provision, and data reporting.
- Communicates regularly with program stakeholders to ensure efficient program operation and effective service delivery.
- Supervises the entire REACH staff.
- Forms meaningful relationships with program stakeholders, must be capable of navigating disagreement between partners, and must be familiar with basic principles of program management.
- Position demands flexibility with non-traditional working hours, including on-call shifts, weekends, and evenings.
- Assists in supervising aspects of the REACH program, including personnel, office operations, financial management, service coordination, service provision, and data reporting.
- Conducts program assessments of services as requested.
- Coordinates contractual services for mental health, substance abuse, homelessness, and other needs.
- Works with confidential information and data, adhering to strict local, state, and federal confidentiality policies.
- Delivers speeches and assists in writing reports and articles to stimulate interest in the REACH program.
- Disseminates information to the community regarding the REACH program.
- Assists in neighborhood canvassing and outreach efforts.
- Maintains various records and prepares reports as necessary.
- Collects and maintains documentation of all contacts and progress with participants, patients, and visitors.
- Maintains and monitors case data on program participants.
- Acts as a liaison between the community and the Health Department, collaborating with the Mayor's office, City Manager's office, KCPD, KCFD, Kansas City and Jackson County Prosecutors, Legal Aid of Western Missouri and various community groups.
- Schedules, organizes, attends, facilitates, and represents the Kansas City Health Department at meetings or functions within the greater Kansas City area.
- Performs related duties as required.
Qualifications
REQUIRES an accredited Bachelor's degree and 3 years of professional experience in business or public sector administration to include at least 2 years performing administrative and/or supervisory work involving more complex projects or programs; OR an equivalent combination of qualifying education and experience with at least 2 years performing administrative and/or supervisory work involving more complex projects or programs.

If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
