Job Description The Investigator, under direct supervision, is responsible for conducting thorough, unbiased, and prompt investigations of allegations of misconduct, fraud, waste and abuse of resources, and allegations of discrimination or harassment in accordance with Texas A&M University System policies and Texas A&M Engineering Extension Service (TEEX) rules and procedures, Title IX, the Americans with Disabilities Act (ADA), Titles VI and VII of the Civil Rights Act of 1964, and Texas state law. Investigations may involve allegations by or against staff, or training participants. Responsible for providing clear, concise and time-sensitive reports to agency leadership.
This position reports to the Director of Ethics and Compliance.
Required Qualifications:- Bachelor’s degree from an accredited college or university.
- 2 years of administrative and/or investigation experience of alleged violations of laws or policies related to Civil Rights, Title IX, Employee Relations, Labor laws, or ADA.
Will consider an Associate’s degree in a related field and four years of administrative or investigation experience or a High School Diploma/GED with eight years of six years of administrative or investigation experience.
Required Licenses/Certifications: - Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.
Preferred Qualifications: - An Associate’s degree with 6 years of related administrative or investigation experience.
- A High School Diploma/GED with 8 years of related administrative or investigation experience
- Four (4) years of administrative and/or investigation experience of alleged violations of laws or policies related to Civil Rights, Title IX, Employee Relations, Labor laws, ADA .
- Experience conducting investigations of alleged fraudulent insurance claims.
- Experience conducting law enforcement investigations related to family violence, sexual assault, dating/domestic violence or other felony charges.
- Experience conducting trauma-informed interviews.
- Experience drafting complex reports related to compliance or corporate/higher education governance.
Physical Requirements:- Ability to travel independently to other and/or remote locations by driving and/or flying on commercial airlines.
Knowledge, Skills, and Abilities: - Excellent verbal and written communication skills.
- Ability to establish rapport and communicate with training participants and staff from various cultural, social, educational and economic backgrounds.
- Skilled in communicating with tact, diplomacy, discretion, and professionalism.
- Ability to objectively gather relevant information and condense evidence into a well-organized, written investigation report.
- Ability to create draft documents and formal exhibits and edit materials for conciseness.
- Demonstrated analytical skills.
- Ability to articulate a legally-defensible argument based on the application of law/policy to facts.
- Knowledge of relevant state and federal laws.
- Ability to adapt to constantly a changing legal landscape.
- Ability to handle multiple assignments and meet deadlines by effectively planning, organizing, and prioritizing among multiple concurrent investigative assignments.
- Ability to work cooperatively and professionally with senior management, staff, and other stakeholders in a complex and diverse environment.
- Ability to maintain the confidentiality of private or sensitive information.
- Proficiency in Microsoft applications with an emphasis on Word, excel, Outlook, and PowerPoint.
- Proficiency in collaborative platforms such as TEAMS or Zoom.

- All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.
- This position may require work beyond normal office hours and/or work on weekends.
- Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines.
- This position may require up to 10% or more travel.
- This position allows telecommuting per TEEX guidelines.
- This is a wage position established to accommodate a temporary organizational need. As such, TEEX does not guarantee any set number of hours or length of employment in this role. This position requires compliance with state and federal laws/codes and Texas A&M University System/TEEX regulations and procedures.
Essential Duties, Tasks, and Percentages:Investigations - 90%- Conducts thorough, unbiased, and prompt investigations of allegations of misconduct, fraud, waste and abuse of resources, and discrimination or harassment in accordance with System and TEEX policies, Title IX, the Americans with Disabilities Act, Titles VI and VII of the Civil Rights Act of 1964, and Texas state law.
- Interviews parties and witnesses using a trauma-informed approach to sensitive topics.
- Collects digital and paper evidence.
- Write detailed reports, file and maintain all records while maintaining strict confidentiality to the extent allowed by federal regulations, state laws and agency policies.
- Allows the law to guide and shape the investigation.
- Identifies potential violations of System and Agency policies and/or state and federal civil rights laws.
- Conducts credibility analyses and draws conclusions.
- Collaborates with other Agency and System Member partners.
Formal Hearing Participation - 5%- Represents the Agency at hearings.
- Must be able to defend the Investigator’s conclusions at Agency hearings and in a court of law.
- When not serving as investigator may serve as Title IX advisor. (process advisor and/or hearing advisor)
Content Knowledge - 5%- Maintains knowledge of civil rights and employment policies and laws.
- Attend System or Agency training on compliance investigation procedures.
- Undergo continuous training as needed.
Other Duties: - Performs additional work duties as assigned.
