    THE POSITION: In line with the City’s Charter and under the direction of the City Council, the City Administrator is in charge of developing and implementing city and departmental goals, programs, and services that are aligned with City Council initiatives and community needs, reviewing and approving capital projects and the annual city budget in collaboration with City Council, and directing and evaluating the work of department directors and City Administrator's Office staff.

    EXAMPLES OF DUTIES

    The following list of functions, duties, and tasks is typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform other closely related or department-specific functions, duties, and tasks from those set forth below to address business needs and changing business practices.
    • Administers the execution of City Council priorities and initiatives
    • Directs, guides, plans, reviews, and approves the development and implementation of city-wide and departmental goals, objectives, programs, and services.
    • Plans, oversees, and approves the preparation and administration of the City’s long-term and annual budgets with the assistance of departmental directors and management positions.
    • Selects, trains, manages, and evaluates the work of department directors and approves the application of personnel rules and disciplinary standards throughout the city
    • Works closely with City Council, City Attorney, boards, commissions, a variety of public and private organizations, and citizen groups to implement programs and projects that serve the public interest.
    • Serves as Executive Director of the City's Successor to the Placentia Redevelopment Agency, Placentia Industrial Commercial Development Authority and Placentia Public Financing Authority.
    • Provides day-to-day leadership and works with the City’s executive management team to ensure a high-performance, service-oriented work environment consistent with sound management principles.
    • Reviews and approves long-term plans for capital improvements and debt financing.
    • Confers with department directors concerning administrative and operational issues and practices; conceives of strategic solutions to major administrative, political, and economic issues in concert with the City Council and other parties.
    • Prepares and submits reports on City finances and administrative accomplishments to the City Council.
    • Advises the City Council as to the progress of various programs, as well as legislative, staffing, financial, and organizational developments.
    • Guides the development of City ordinances, codes, and administrative policies.
    • Works with the executive management team to develop and retain highly competent, public-service oriented staff through selection, compensation, training, and day-to-day management practices that support the City’s mission, operating plans, and objectives.
    • Interprets, analyzes, and explains policies, programs, and practices to the City Council, staff, and the public while leading or directing the investigation and resolution of major complaints.
    • Communicates with residents, community groups, business representatives, and other individuals having an interest in the affairs of the City; represents the City at civic and professional meetings, as required.
    • Represents the City at major community events or in relations with other governmental entities, business and professional groups, and civic associations.
    • Represents the City to the press and other information media as required.

    • Performs other related duties as assigned to ensure the efficient and effective functioning of the work unit and the City.

    TYPICAL QUALIFICATIONS

    EDUCATION AND EXPERIENCE:

    Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities is qualifying.
    • A bachelor’s degree in public administration, public policy, finance, or a related field. A master’s degree in public administration, finance, or a related field is preferred. Ten years of city management and administrative experience, including responsibility for the planning, organization, leadership, and implementation of varied interdepartmental programs and services.

    LICENSE(S) REQUIRED:
    • Valid, current driver’s license.
      • The City reasonably expects driving to be one of the job functions for the position, and the City reasonably believes that using an alternative form of transportation would not be comparable in travel time or cost to the City.

    In accordance with California Government Code Section 3100, City of Placentia employees, in the event of a disaster, are considered disaster service workers and may be asked to protect the health, safety, lives, and property of the people of the State.

    Schedule - The City operates on a true "4/10" work schedule (Monday - Thursday).

    Retirement - The City of Placentia participates in the California Public Employees’ Retirement System (CalPERS) and does not participate in Social Security.
    • 2% @ 60 defined retirement plan (Classic Members) - Applies to employees who, prior to January 1, 2013, were active members of CalPERS or another public employee retirement system through which reciprocity may be established. Employee membership contribution is 7%.
    • 2% @ 62 defined retirement plan (New Members/PEPRA) - Applies to new employees hired on or after January 1, 2013, who are not members of CalPERS or are not members of another public employee retirement system with which reciprocity may be established. Employee membership contribution is half the normal cost, currently 7.75%.


    Health Insurance - The City provides up to $1,877 per month to purchase health insurance for employees and dependents through the CalPERS Health Benefits program. Alternatively, there is a $400 medical opt out payment for employees who are insured outside the City’s insurance coverage.

    Dental, Orthodontia & Vision Insurance - City pays full premium for employees and dependents.

    Life Insurance - The City agrees to pay group life insurance policy equal to the employees’ annual salary. The City agrees to pay the premium of a Whole Life insurance policy equal to half the employees' annual salary.

    Disability Insurance - Fully paid short-term and long-term disability insurance policies.

    Deferred Compensation (457) Plan - Employees may contribute to a deferred compensation plan on a voluntary basis.
    Telecommunications/Equipment Allowance - Negotiable

    Auto Allowance - Negotiable

    Flexible Spending Account - Employees may contribute to a Section 125 Flexible Spending Account on a voluntary basis.

    Paid Time Off (Vacation) - Accrual rate of 168 hours per year. Sick Leave - 96 hours per year; this program includes a cash incentive of up to $1,250 per fiscal year.

    Management Leave - Negotiable

    Holidays - 13 paid holidays per year.
