DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSThe City of Houston’s Housing and Community Development Department (HCD) seeks to create a city in which every resident has an affordable home in a community where they can thrive. Partnering with non-profit, governmental, and local entities, HCD strives to strengthen Houston’s neighborhoods and provide true housing choices.
To achieve this vision, HCDD is seeking a
Staff Analyst to join its team. In this position, you will be Responsible for increasing transparency and public visibility about the Department's work through the creation of compelling reports, presentations, communication campaigns, dynamic data visualizations, and other reporting tools, both digital and in print.
Key ResponsibilitiesDigital Content & Web Oversight- Leads and manages the Department’s Web Master, providing creative direction, workflow oversight, and strategic guidance for digital content and website management.
- Oversees the buildout of new webpages and the ongoing maintenance of HCD websites, ensuring compliance with federal guidelines and ADA standards.
- Develops and manage web-based reporting tools and ensure timely updates of program-related content.
Strategic Communications & Campaign Management- Manages a portfolio of internal stakeholders to support department-wide communication needs, ensuring alignment with program initiatives, and strategic goals.
- Supports the planning, drafting, and editing of public-facing messaging, reports, and campaign materials.
- Serves as project manager for internal and external campaigns, overseeing timelines, asset development, and cross-functional collaboration.
- Builds support for and integrate accessibility principles and open data practices into all communication outputs.
Data Visualization & Reporting- Manages the production of the Department’s annual report and other strategic reports.
- Works with HCD leadership to develop new data reporting pathways that increase transparency and inform the public about HCD programs and strategic initiatives.
- Leads the creation of dynamic data visualization tools to communicate program performance and impact.
- Creates dashboards and print/digital materials that highlight key metrics and outcomes across Department initiatives

- Detail Oriented: The job requires a high level of organizational, time management, and prioritizing skills, attention to detail, and innovative problem-solving
- Motivated: Must be a self-starter who is well organized with strong analytical skills and works well in a team environment ; taking ownership of projects to complete them effectively and efficiently
- Computer Literate: Experience in SAP is highly preferred. Ideal candidates should have demonstrated a high skill level in Excel and be able to create and generate reports in Word and Access.
This is a grant funded position subject to cancellation when funds are depleted and/or contract period ends. WORKING CONDITIONS There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
MINIMUM REQUIREMENTSMINIMUM EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year for year basis.
MINIMUM EXPERIENCE REQUIREMENTSThree years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Substitutions:Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
MINIMUM LICENSE REQUIREMENTSNone.
PREFERENCES- Highly creative, outside-the-box thinker who thrives in collaborative environments and enjoys bringing fresh ideas to life through cross-functional teamwork
- At least six years of progressive professional experience in data communications, preferably supporting medium- to large-sized organizations in-house, freelance, or agency settings
- Advanced proficiency with data visualization platforms and analytic tools (e.g., Tableau, Power BI, Google Data Studio)
- Passion for leading creative processes and building consensus among diverse stakeholders, even within complex or bureaucratic systems
- Demonstrated interest in leveraging data and web-based tools to enhance public communication and transparency
