    This recruitment will establish an employment list to fill current and any future vacancies within the Tulare County Library. The anticipated life of the employment list is six months.     Current vacancy is with the Tulare County Library Literacy Center located in Visalia. The anticipated life of the list is six months.

    The current recruitment is for the Library’s Literacy Center assisting with tutors and learners acquiring reading, writing, and life skills. In addition to helping with Family Literacy, English as a Second Language, Career Online High School, and Spanish language literacy.

    Applications will be reviewed by Tulare County Human Resources & Development. As extra help positions become available, County departments with the job openings select the most qualified and appropriate applicant for the position available. The number of hours and duration of employment varies by each assignment. Extra help employees may work in a variety of County departments in locations throughout the geographic county area.

    Extra help employees may not work more than 1,559 hours in any fiscal year from July to June. An extra help employee who mistakenly works in excess of 1,559 hours in a fiscal year does not become a probationary or regular employee. Applications will be active for six months. If you are hired for extra help and you complete a work assignment and then you if you wish to be employed again, you must resubmit an Extra Help application online.     Typical Duties

    Assist in the planning and direction of a specialized phase of the library program; perform reference work and provide advisory service; assist with the creation and management of web pages, blogs, wikies, and other types of electronic communication tools; prepare brochures, bookmarks, and other promotional and publicity items; prepare reports and correspondence; promote use of the library through community meetings and the media; give demonstrations and conduct story hours for children; attend and participate in workshops, seminars, conferences and training programs; review library collection to determine whether repair, replacements or additions are needed; select materials for branch libraries or literacy to meet community needs and interest; assist in planning and preparing exhibits, displays and bulletin boards; evaluate subject fields and select books; assist with hiring, training and evaluating employees; operate computers and other types of automated equipment; Essential job duties may be assigned that are not listed above but are relative to this job classification.     Minimum Qualifications

    Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

    Education: Equivalent to completion of two (2) years of college with an Associate of Arts or Associate of Science degree.

    Knowledge of: Library and literacy materials available in English for adults and children; basic math; bibliographic reference tools and procedures; general clerical procedures; basic classification/filing systems such as Dewey Decimal System; automated office and library tools; computer and internet tools.

    Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; write clear, concise, grammatically correct reports, correspondence and memos; accurately and legibly copy information from a written source; learn to use internet based tools such as blogs; set priorities, organize work, and adjust to changes in workload and pressure of meeting deadlines; establish effective working relationships with other employees; conduct research, collect and analyze information; follow and give oral and written instructions; plan, prepare and present material orally to groups; read, interpret and apply reference and professional information; use patience, tact and courtesy with the public to gain confidence and cooperation; observe community interests and library needs; retain and recall information; explain and interpret technical terms; willingness to continue education and receive a Master's degree in Library Science.

    License or Certificate: Possession of, or ability to obtain, an appropriate, valid California driver's license.

    DESIRABLE EMPLOYMENT STANDARDS

    Experience: One year or more experience in a library, adult literacy, or education setting performing work that includes tutoring, project management, and outreach; work with adult students and volunteers in an educational setting.

    Knowledge of: Public library literacy services, organization, procedures, and policies; effective and positive customer service techniques and practices; operations of literacy programs, volunteer services, a branch library, or children’s services; employee supervision, training, and evaluation methods; specialized services to increase literacy with adults, youth, the disabled, seniors, and other specific populations.

    Skill/Ability to: Speak, read, write and translate Spanish; work with the media; use community resources effectively to meet needs of library patrons; work with outside agencies in coordinating and implementing special services; supervise, train and evaluate staff and volunteers.

    Conditions of Employment

    Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.
