    POSITION SUMMARY

    Under the administrative direction of the City Manager, the Director - Information Technology Services is responsible for the administration, direction, and supervision of all Information Technology Services Department activities and employees, including all divisions. The Director - Information Technology Services manages the day-to-day operations of the Information Technology Department and interacts with all divisions in the assigned department as well as cross-City departments. This position manages the daily operations of the network Security and plays a dual role as Chief Information Security Officer and Chief Information Officer.

    The Director - Information Technology Services plans, coordinates, manages, supervises, and oversees the activities and operations for administrative and/or technical operations of the Department through oral and written reports and personal observation, and heads major initiatives. The Director - Information Technology Services performs duties with considerable independence and latitude in supervising and in being responsible for technical and administrative operations of the Department in accordance with municipal policies, rules, and regulations. Work is evaluated through conferences and review of progress reports. The City Manager may delegate supervisory authority to an Assistant City Manager.

    COMPENSATION & BENEFITS

    The City of Fort Lauderdale offers a competitive salary depending on qualifications and experience. The salary is negotiable, but the pay range is $126,835.70 - $228,693.00 annually. The City provides a generous benefits program including health, dental, life insurance and paid vacation and sick leave. In addition to the competitive benefits package and salary, the City participates in the Florida Retirement System (FRS) which offers an investment option and a pension option and requires a 3% contribution from employees. The City also contributes on behalf of the employee at a rate established by the State of Florida. New hires are automatically enrolled in FRS.

    * Residence requirement for department directors: Any person appointed by the city manager to the position of department director or department head shall, within six (6) months from the date of such appointment, establish residence and reside during such employment within the corporate limits; provided, however, such requirement is not applicable to any employee promoted and appointed to such position by the city manager. The city manager may extend the time period set forth above if it is determined that the appointee is experiencing financial difficulty in meeting the requirements of this section.
    Please Note: This is a non-classified, "at will" position and not subject to Civil Service Rules or any collective bargaining agreement. This job classification is in Management Category I for benefits purposes.

    ESSENTIAL JOB FUNCTIONS

    • Manages the work of assigned personnel; delegates and reviews work assignments; hires, trains, and evaluates employees.
    • Prepares standard operating procedures for department divisions; performs strategic planning for overall improvement of department services; evaluates service areas for deficiencies, formulates solutions, and develops action plans.
    • Interacts and coordinates with all divisions and other Departments in the City.
    • Analyzes complex business needs presented by the user community and boards; recommends technical solutions.
    • Develops plans for the implementation of new projects; coordinates with project managers to ensure optimum allocation and utilization of technology resources.
    • Maintains awareness of changing IT and Security trends and state regulations/ city ordinances which might impact the city; takes corrective action as required.
    • Authorizes and oversees the deployment, monitoring, maintenance, development, and support of all hardware and software based on city-wide needs.
    • Develops and reviews performance benchmarks for all divisions of information technology; implements and monitors controls to ensure the standards are maintained or exceeded.
    • Evaluates business needs, objectives, and goals; researches available products; designates procedures to best meet those needs as a system.
    • Directs research on potential technology solutions and implementations in support of new city initiatives, opportunities and procurement efforts, including internal cost-cutting initiatives and programs.
    • Serves as Chief Information Security Officer for City; ensures the security of the city-wide network; provides staff with swift, accurate, and secure methods to access information.
    • Establishes and implements security-related policies; oversees regulatory compliance; ensures data privacy; manages the security incident response team for breeches.
    • Performs related work as required.


    JOB REQUIREMENTS, PREFERENCES & WORK ENVIRONMENT

    MINIMUM JOB REQUIREMENTS:
    Graduated from an accredited college or university with a Bachelor's Degree in Computer Science, Information Technology, or related field.
    Eight (8) plus years of progressively responsible professional and managerial level experience in facilitating an IT Department with responsibilities managing an Information Security Division within a government agency.
    Previous supervisory experience required.
    Additional qualifying experience may substitute on a year-for-year basis for the required education.

    PREFERRED QUALIFICATIONS:
    Certifications in the following: PMP, ITIL, Lean Six Sigma, Agile, Business Relationship Management, Customer Experience and other related project and/or service related disciplines.
    Experience managing an IT Department of at least 20 to 30 employees.
    Department budget forecasting experience.
    Experience identifying opportunities for improvement and leading initiatives using IT in new and innovative ways to bring value to the business and drive the business forward.

    SPECIAL REQUIREMENTS:
    As a member of the Executive Strategy Team (EST), this position is expected to maintain presence at the Emergency Operations Center (EOC) during declared emergencies.
    This position is deemed security sensitive and will require a post conditional offer in-depth employment background investigation.
    PHYSICAL STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:

    The position is generally sedentary. Employee will sit most of the time, but may walk or stand for brief periods of time.
