    VACANCY INFORMATION:

    Human Resources/Payroll Technology Supervisor - Currently, there is one Grade VI position in the Technology Innovation Department. This position works under general direction and requires a specialized understanding of Human Resources Management/Payroll Systems (HRMS). It will lead a team of technologists and necessitates experience in payroll systems, including job/pay classification, position control, leave management, payroll processing, and time entry.

    Customer Information Systems (CIS) Analyst - Currently, there is one Grade V position in the Utilities Division. This position works under limited supervision and requires a specialized working understanding of utility information systems, such as customer information systems (CIS), meter data management systems (MDM), and advance metering infrastructure systems (AMI), including notifications and collection processes, electronic payment processing, cashiering, general ledger, reconciliations, and month end processes.

    The classification is used in the following departments: Police Department, Technology Innovation and Long Beach Utilities Department.

    Current vacancies are Grades I-VII ($30.991 - $79.375 Hourly).

    SALARY INFORMATION:

    Grade I - $30.991 - $42.086 Hourly

    Grade II - $ 34.259 - $ 46.567 Hourly

    Grade III - $37.880 - $51.541 Hourly

    Grade IV - $ 41.907 - $ 57.075 Hourly

    Grade V - $ 46.343 - $ 63.131 Hourly

    Grade VI - $ 51.325 - $ 69.901 Hourly

    Grade VII - $ 58.977 - $ 79.375 Hourly

    EXAMPLES OF DUTIES

    Under supervision, performs specialized technical work pertaining to applications programming and analysis, system software/hardware analysis and design, and system administration and support activities; prepares or codes programs from specifications; tests and debugs programs; updates and modifies existing programs from detailed specifications; develops, maintain and/or updates system procedures and documentation; performs hardware and software maintenance on complex installations and data communications equipment; interfaces with end users to plan, define and implement systems modifications; accurately interprets end user needs and requirements and modifies or designs programs or systems to meet those needs; prepares detailed technical specifications for programmers to follow in program development and modification; provides timely, accurate and effective customer service; recommends options to end users by considering various solutions to business needs; may act in a lead or supervisory capacity; may prepare or evaluate training materials and manuals; and performs other related duties as required.

    REQUIREMENTS TO FILE

    Applicants must meet one of the following options:

    Option A. Bachelor's degree from an accredited college or university in science, technology, engineering, math, business systems, accounting systems, or related field with major coursework in computer science or closely related field (proof required) * AND one year of paid, full-time experience equivalent to a Systems Technician (or higher) with the City of Long Beach or a related field such as, Information Systems Management, Information Systems Support, IT Security Manager, or Database Systems Management.

    OR

    Option B . Associate's degree from an accredited college or university in science, technology, engineering, math, business systems, accounting systems, or related field with major coursework in computer science or closely related field (proof required) * AND three years of paid, full-time experience equivalent to a Systems Technician (or higher) with the City of Long Beach or a related field such as Information Systems Management, Information Systems Support, IT Security Manager, or Database Systems Management.

    OR

    Option C . Completion of a certificate program or technical school in Computer Science or related field (proof required) * AND four years of paid, full-time experience equivalent to a Systems Technician (or higher) with the City of Long Beach or a related field such as Information Systems Management, Information Systems Support, IT Security Manager, or Database Systems Management.

    Opportunities for Substitution of Education or Experience

    Additional experience may be substituted for the required education on a year-for-year basis to the extent that the experience has prepared the individual to perform the duties of the classification.

    Knowledge, Skills, and Abilities:
    • Knowledge of the principles, techniques, and methods used in acquiring, developing, implementing, and/or enhancing computer hardware and software.
    • Ability to work with co-workers and members of the public through effective interpersonal, written, and oral communication skills.


    Willingness to work occasional nights, weekends, holidays, and/or overtime as required.

    A valid driver’s license, or the ability to arrange necessary and timely transportation for field travel, may be required for some assignments.

    DESIRABLE QUALIFICATIONS:

    Human Resources/Payroll Technology Supervisor
    • Experience in Information Systems, with a focus on supporting Human Resources Management Systems (HRMS).
    • Experience in technology modernization initiatives, including developing migration plans, testing code, and supporting cloud-based applications.
    • Experience supporting mainframe-hosted systems, such as Tesseract, COBOL, DB2, JCL, IMS, and zOS,
    • Proficiency in software development languages, data integration, and reporting/business intelligence tools.
    • Experience in developing and running/ SQL queries.
    • Knowledge of software reporting tools such as Snowflake, Tableau, and PowerBI.
    • Ability to collaborate, provide technical support, and mentor team members.
    • Ability to stay current with innovation and trends in HRMS technology.
    • Skilled in governmental HR/Payroll processes, including employee job/pay, position control, benefits administration, leave management, payroll, time and attendance, and self-service functionalities.


    Customer Information Systems (CIS) Analyst
    • Experience with utility information systems, such as customer information systems (CIS), meter data management (MDM) systems, and advanced metering infrastructure (AMI) systems.
    • Experience with utility information system functions, including billing, notifications, collection, electronic payment, cashiering, general ledger, reconciliations, reporting, and month-end processes.
    • Experience with system modification procedures, including specifications development.
    • Knowledge of application software deployment and administration, including mobile application integrations, deployments, and quality assurance (QA) testing procedures, such as script development.
    • Knowledge of software tools, including SQL programming, for querying and generating reports from CIS systems.


    SELECTION PROCEDURE

    Screening of applicants will be conducted on the basis of application and required supplemental application submitted. This selection procedure will be conducted using a continuous non-competitive process, which means applications are evaluated solely on training, experience, education, or certification. All applicants meeting the minimum qualifications will be placed on an eligible list. Applicants receiving Veteran’s Credit will be placed on the eligible list first and then in the order in which applications were filed.

    This is a continuous eligible list, which means eligible lists may be established periodically and may expire six months from their effective date. Applicants may apply only once during a four-month period. Applications received by Friday, June 6, 2025, will be included in the exam process for Test # 01.
