    The LA County Board of Supervisors has unanimously ratified a Proclamation of Local Emergency in response to the windstorms and wildfires , including the Palisades and Eaton Fires, that have devastated communities across the County. We are looking for qualified and passionate individuals to assist the County in mobilizing resources and support needed to help our residents recover and rebuild.     Internal Services Department is seeking qualified candidates to fill emergency Telecommunications Systems Consulting Engineer vacancies related to this unprecedented natural disaster.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

    Those who successfully pass the assessment will be considered for permanent appointment to Telecommunications Systems Consulting Engineer.

    Essential Job Functions

    Serves as project manager for the planning, design, and implementation of a very large and complex telecommunications systems.

    Consults with and assists departments in establishing overall system operational requirements.

    Prepares system interface requirements to coordinate with existing systems, equipment and circuitry.

    Prepares system technical requirements and methods of determining compliance.

    Prepares system documentation requirements, including equipment specifications, design features, test procedures, technical reports, and, maintenance manuals.

    Establishes standards for evaluation of contract proposals and technical capabilities of contractors.

    Consults with and assists departments in the preparation of requests for proposal and quotations for telecommunications equipment, systems and services, including enforceable performance standards time schedules.

    Reviews and evaluates contractor proposals to ensure technical accuracy, design feasibility and reliability, and performance capability to protect the interests of the County.

    Consults with County Counsel, Purchasing Agent and other departments in preparation of contracts prior to submission to the Board of Supervisors.

    Directs and coordinates the modification, revision or replacement of existing systems and equipment.

    Plans, schedules and coordinates the participation of County engineers and technicians in joint efforts with contractors.

    Consults with departments as to when to allow delays in delivery and other deviations from the terms and conditions of the contract, when to enforce damage provisions, and when to enforce default provisions of the contract.

    Supervises and participates in quality inspections and acceptance tests.

    Prepares letters, reports and recommendations to the Board of Supervisors, Chief Executive Office, Purchasing Agent, and other County departments as well as to contractors and vendors.

    Requirements

    Graduation from an accredited four-year college* or higher with a specialization in Electronic or Electrical Engineering or in a related physical science -AND- Five years engineering experience in the planning and design of telecommunications systems, one year of which must have been in project management**. One additional year of the required telecommunications engineering experience may be substituted for each year of college.

    You MUST meet the above requirement(s) in order to be appointed to fill any vacancies related to this recruitment.

    LICENSE:
    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL EXPECTATION:
    2 - Light. This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    SPECIAL REQUIREMENT INFORMATION:
    *Accredited institutions are those listed in the publications of regional, national or international accrediting agencies that are accepted by the Department of Human Resources. Publications such as American Universities and Colleges and International Handbook of Universities are acceptable references. Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluators, Inc. (AICE). In order to receive credit for any type of college or university degree, such as a Bachelor's Degree or higher, you must attach a legible copy of the official diploma, official transcripts, or official letter from the accredited institution, which shows the date the degree was awarded, with the Registrar's signature and school seal, to the application at the time of filing, or email to HVasquez@isd.lacounty.gov within five (5) days from application submission.     **Project management is defined as initiating, planning, executing, controlling, and closing the work of a team to achieve specific goals and meet success criteria.

    OUR ASSESSMENT PROCESS:
    During your initial work period, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.

    SPECIAL INFORMATION:
    Appointees will be required to work a Monday through Friday 5/40 work schedule.
