The duties of the position may include, but are not limited to:
• Review health and safety regulations and proposed legislation to determine impact on department operations.
• Evaluate work environments and practices by visually inspecting work areas, facilities, constructions sites and/or equipment, observing work processes, and documenting presence of workplace hazards to identify safety needs and make recommendations for improvement, formally, through written reports.
• Investigate accidents and near misses along with operating and management personnel, in response to the occurrence of health or safety related incidents involving employees, contractors and/or the public.
• Write and/or assist in the development of regulatory compliance programs and policies consistent with Federal, State, and Local regulations governing health, safety, and environmental protection.
• Provide health and safety training services including development of training materials, handouts, and slide decks for in-person presentationin classroom and field reporting locations to teach employees how to perform their work safely consistent with best practices, company policy, and regulatory expectation. Illustrative training topics include, but not limited to, Injury and Illness Prevention, Lockout Tagout, Fall Protection, and Confined Space Entry.
• Respond to emergency situations involving personal injury, hospitalizations, and fatalities to assist on-site operating personnel with conducting initial incident investigations, preparing documentation and remedial safety measures.
• Assist the administration of Health and Safety related contracts including development of specifications for equipment and/or personal services agreements, ensuring delivery of contract deliverables, and management of contract funds.
• Serve as liaison to regulatory enforcement agencies such as Cal/OSHA including field response to complaints, accident investigations and/or citations, over the phone, through email, or by meeting with regulators in-person during on-site inspections.
• Assist with planning, development and conducting safety recognition events to promote a strong safety culture, raise safety awareness and formally acknowledge improved safety performance.
• Reviews occupational safety and health data from reports of work-related injuries and illnesses including workers compensation and OSHA recordable reports to identify trends, develop corrective action plans and provide technical support to management on workplace health and safety issues.
• Assist in the planning, development, implementation, and evaluation of large-scale safety projects including those that have enterprise-wide impact and/or require organizational change management.
• May perform other duties as necessary, consistent with the classification of Safety Engineering Associate.
• Knowledge of fundamental Safety Engineering principles;
• Knowledge of Federal, State, and Local occupational health laws and regulations;
• Ability to interpret data and prepare technical reports;
• Ability to develop and conduct safety training programs; and
• Ability to deal tactfully and effectively with management, employees, and representatives from outside agencies.
A valid California Driver’s License is required and must be maintained throughout the course of employment.
The normal work schedule will be either 9/80 or 5/40. Overtime work, including emergency response duties, may require employee’s immediate on-site reporting before and after normal work hours, on scheduled days off, holidays or on weekends based on Division need and with minimal notice.
The work location for the position is currently 11760 Truesdale St. Sun Valley, CA 91352; however, work location is subject to relocation depending on operational need. The position is subject to field assignment and travel to support projects located throughout LADWP’s service territory. Travel obligations include on-system travel to the Owens Valley, California, McCullough, Nevada, and other similarly remote work locations.
In addition to indoor office environments, work conditions that the successful job candidate can expect to encounter include, but are not limited to, outdoor work locations subject to inclement weather, including high and low temperatures, rain and strong wind, confined spaces, elevated platforms, environments where respiratory protection and/or full body protective clothing is required, and environments containing electrical and other safety hazards.
Physical requirements for the position include, but not limited to, climbing (stairs, ladders, etc.), ability to lift on average 20 pounds and balance for working at heights. Personal protective equipment and safety hazards associated with the position require inclusion in LADWP’s medical surveillance program.
The evaluation of candidates for this position may be based on a review of training and experience as presented on the resume/application and an interview. Due consideration will be given to attendance records. A performance test may be administered. A background check will be conducted, including review of attendance records or personnel folder.
