    Position Description

    OPEN ONLY TO CURRENT PERMANENT CITY OF FRESNO EMPLOYEES

    The City of Fresno is currently accepting applications for Police Lieutenant. This is a City of Fresno promotional opportunity; therefore, applicants must be currently working as a permanent employee in the Fresno Police Department in accordance with Fresno Municipal Code Sec. 3-219.

    The Police Lieutenant is the first level of Management in the Police series. Under direction, a Lieutenant will organize and supervise a section or bureau of the Police Department and perform law enforcement duties in the protection of life and property.

    Immediate and future vacancies will be filled from this promotional eligible list for a period of one (1) year from the date of promulgation. However, this list may be extended for up to an additional year, pursuant to FMC Section 3-247.

    Pay,Benefits, & Work Schedule

    BENEFITS: Unit 9 Classification - Fresno Police Officers Association (FPOA)

    HEALTH INSURANCE: The City contributes toward monthly premiums for PPO medical, dental and vision for employee and dependents.
    FLEXIBLE SPENDING ACCOUNT: IRS 125 plan for health and dependent care expenses.
    HOLIDAYS: Eight -2/3 hours per month.
    LIFE INSURANCE AND AD&D (BOMB SQUAD)- Benefit equal to annual salary; premium paid by the City. Bomb Squad $250,000 (AD&D).
    VACATION LEAVE: Accrue 18.66 hours per month.
    LONG-TERM DISABILITY: Benefit equal to 66.66% of monthly salary up to $7,500 per month after 30 days of disability; premium paid by the City.
    MANAGEMENT LEAVE: Lieutenants and Captains: 90 hours per fiscal year. Deputy Chiefs: 108 hours per fiscal year. Police Chief may grant up to an additional 32 hours per fiscal year.
    UNIFORM ALLOWANCE: $1600 Per Year
    HEALTH REIMBURSEMENT ARRANGEMENT: To reimburse retirement medical insurance and qualified medical expenses.
    DEFERRED COMPENSATION: Voluntary 457 plan with Fidelity Investments to increase your retirement savings. City contributes $55.39 per pay period.
    RETIREMENT: City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other CA public agencies. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.
    DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits includes ownership of accumulated funds, compound interest earnings, and alternative distribution options.

    The Requirements

    Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify and do not guarantee placement on the eligible list:

    Permanent status and current appointment as a Police Sergeant with the Fresno Police Department with at least three (3) years of continuous service at that rank. NOTE: Permanent Status means "the status of an employee who is lawfully retained in their position in the classified service after the completion of the probationary period." Any questions concerning employment status should be directed to the Personnel Services Department; AND,

    Possess, or be eligible to possess, a California Peace Officer Standards and Training (P.O.S.T.) Supervisory Certificate. For verification: Applicants must attach to their online applicant profile a copy of their P.O.S.T. Supervisory Certificate or, proof of eligibility to possess a P.O.S.T. Supervisory Certificate; AND,

    Graduation from an accredited college or university with a Bachelor's Degree in Criminology, Business Administration, Public Administration, or related field. Additional experience at the rank of Sergeant may be substituted for the required education on the basis of one year of experience equals 30 units, up to a maximum of two years.

    Possession and continued maintenance of a valid California Driver's License is required for the entire term of employment in the job class.

    Selection Process

    Assessment Process (100%):

    The Assessment Center exam will consist of three separately-graded exercises, that are designed to measure your ability to safely and effectively perform the essential job functions of a Police Lieutenant. The grading dimensions for this exam process are: Communication Skills, Problem Analysis and Decision Making, Program and Division Management, Supervision and Leadership, and Command and Control.

    The assessment center will be a live-remote exam process, where you will meet with three separate professional panels through meeting management software (e.g., Zoom or Teams), proctored and facilitated by City of Fresno Human Resources staff to ensure fairness for all candidates.

    Candidates must achieve a passing score on all three panels to qualify for placement on the eligible list.

    No written test will be administered.
