    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION :

    One of the world's largest spring-fed pools, with water so crystal clear you'll want to bring your snorkeling gear to experience the underwater world below. Balmorhea State Park is a highly seasonal visitation park where staff works shifts other than 8-5. During the busy season, staff will be expected to work 8 hours shifts, ranging from early morning to late at night. Days off are generally scheduled to be back-to-back but are not guaranteed to be on Saturday and Sunday. Lead Ranger position is required to come in to assist with maintenance emergencies as needed.

    Under the direction of the Park Superintendent, this position performs advanced (senior-level) supervisory maintenance and construction work and is responsible for Maintenance Supervisor duties at Balmorhea State Park. Serves as the team leader for the maintenance specialist staff, providing guidance, training, scheduling work assignments and assisting with daily maintenance and repairs of facilities, grounds and equipment. Performs duties as the Utility Plant Operator (UPO) and is responsible for the proper operation, maintenance and repairs of the park water plant, including associated water distribution system and sewer system. Ensures regulatory compliance in all utility operations, including completion of required reports and laboratory testing as required by the Texas Commission on Environmental Quality (TCEQ). Performs general maintenance and custodial duties. Prepares reports, collects revenue, issues permits and provides customer service Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


    Qualifications:

    MINIMUM QUALIFICATIONS :

    Education :

    Graduation from High School or GED.

    Experience :

    Four years facility, equipment or grounds maintenance experience.

    Three years experience as a supervisor or team leader, which may include oversight of paid staff, volunteers or alternative workforces.

    NOTE : Experience may have occurred concurrently.

    Licensure :

    Must possess a valid State driver's license.

    Must possess or be able to obtain within one year of employment, a class "D" Water license issued by the Texas Commission on Environmental Quality (TCEQ).

    NOTE : Retention of position contingent upon obtaining and maintaining required license and compliance with the Texas Commission on Environmental Quality's (TCEQ) Criminal Conviction Guidelines.

    PREFERRED QUALIFICATIONS :

    Experience :

    Experience working with the public.

    KNOWLEDGE, SKILLS AND ABILITIES :

    Knowledge of construction repair and maintenance techniques.

    Knowledge of natural and cultural resource preservation, conservation and management principles.

    Knowledge of public water and wastewater systems.

    Knowledge of general maintenance techniques.

    Knowledge of revenue collection.

    Knowledge of basic mathematics.

    Skill in using MS Word, Excel, Outlook and Internet.

    Skill in effective verbal and written communication.

    Skill in areas such as carpentry, electrical, plumbing, equipment/vehicle repair, utility repair, and trail maintenance.

    Skill in the use of hand and power tools, mowers, trimmers, chain saws, tractors, vehicles, generators and other mechanical equipment.

    Skill in providing quality customer service in a courteous and professional manner.

    Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts.

    Skill in planning, assigning and/or supervising the work of others.

    Skill in training others.

    Ability to work independently with little or no supervision.

    Ability to work as a member of a team.

    Ability to maintain flexibility and work with frequent interruptions and multiple and changing priorities.

    Ability to follow park rules and regulations.

    Ability to accurately handle cash and account for revenue collected.

    Ability to serve as a team leader.

    Ability to operate all types of equipment, including but not limited to tractors, loaders, mowers, weedeaters, chainsaws and hand and power tools.

    Ability to use register campers using automated system.

    Ability to prepare reports.

    Ability to provide interpretation of natural and cultural resources found in park.

    Ability to uniformly and consistently interpret and enforce park rules and regulations.

    Ability to operate and maintain utility systems in accordance with Texas Commission on Environmental Quality (TCEQ) rules and regulations.

    Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.

    Ability to conduct work activities in accordance with TPWD safety program.

    WORKING CONDITIONS :

    Required to work in a public park with overnight and day use.

    Required to work 40 hours per week, includes various schedules with hours other than 8:00 a.m. to 5:00 p.m. and days off other than Saturdays, Sundays and holidays.

    Required to work overtime as necessary.

    Required to respond to emergency situations.

    Required to perform work outdoors, occasionally in adverse weather conditions.

    Required to perform manual labor including, lifting supplies and materials up to 50 lbs.

    Required to live on-site in State housing with a monthly housing deduction. Housing rates are established by oversight agencies and may change according to market value.

    May be required to operate a State vehicle.

    Required to travel 10% with possible overnight stay.

    Non-smoking environment in State buildings and vehicles.
