OC Public Works (OCPW) provides services on a regional basis to unincorporated areas, to cities, and to other County agencies and departments. The primary mission of the department is to protect and enrich the community through the sustainable delivery of projects and services. OC Public Works’ guiding principles are safety, integrity, quality, teamwork, and adaptability.
OCPW is a unique County department comprised of ten (10) service areas: Administrative Services, Agricultural Commissioner/Sealer of Weights & Measures; OC Construction; OC Development Services; OC Environmental Resources; OC Fleet Services; OC Facilities Design & Construction; OC Facilities Maintenance; OC Infrastructure Programs; OC Operations & Maintenance.
Administrative Services
This unit leads the financial, administrative, and information technology operations for the agency. This includes management of policies and procedures, strategic financial planning, budget and payroll, goods and services procurement, public records requests, parking and building administration, and information technology services.

THE OPPORTUNITY OCPW is seeking experienced, innovative, and results-oriented professionals to join its team. This position will perform technical and analytical tasks related to the County's budgeting and forecasting functions. The position is responsible for preparing, analyzing, and managing budgets, conducting financial forecasts, and strategic financial planning. The incumbent will work closely with County departments, management, and other stakeholders to ensure effective financial management and resource allocation.
Key Responsibilities: - Prepare, analyze, and manage County budgets
- Conduct financial forecasts and long-term financial planning
- Develop and implement budgeting processes and procedures
- Monitor budget performance and recommend adjustments as necessary
- Prepare financial reports and present findings to management
- Ensure compliance with County budgeting policies and procedures
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES The ideal candidate will possess three (3) or more years of experience in financial analysis, budgeting, and forecasting. Experience within a government or public sector organization is preferred but not required.
A Bachelor's degree in accounting, finance, business administration, or a related area may substitute for one (1) year of the required experience.
A Master’s degree or higher in accounting, finance, business administration, or a related area may substitute for two (2) years of the required experience.
In addition, the ideal candidate will possess knowledge and experience in the following core competencies:
Technical Experience | Technical Knowledge - Expertise in budgeting and financial forecasting
- Familiarity with public agency budgeting processes and procedures
- Proficiency with budgeting software and tools
- Knowledge of government accounting and financial management principles
- Ability to prepare and present complex financial reports
- Experience utilizing the County's automated ERP systems or comparable systems, such as CAPS+, Finance Tracker, and ERMI, to pull, modify, and forecast financial data
Functional Expertise - Experience in developing and managing budgets
- Ability to analyze financial data and conduct financial forecasts
- Understanding of financial planning and resource allocation
- Knowledge of public agency budgeting and financial management
Leadership | Supervision - Ability to lead budgeting projects and initiatives
- Collaborate effectively with County departments and management
- Provide guidance and support to other staff members on budgeting matters
Effective Communication - Strong ability to communicate complex financial information clearly and concisely
- Present financial reports and findings to management and stakeholders
- Collaborate effectively with individuals and groups at all levels of the organization
