    The Job

    The Office of the Assessor-Recorder-County Clerk is seeking a Supervising Appraiser to join the Appeals Unit . This position is responsible for managing the preparation, presentation, and resolution of property assessment appeals before the Assessment Appeals Board. The Supervising Appraiser will lead and assign work to staff, review and prepare real property appraisals for settlements and hearings and provide expertise and expert testimony during appeal proceedings. The Supervising Appraiser is also responsible for ensuring all activities within the unit comply with the California Revenue and Taxation Code, Property Tax Rules, and regulations set forth by the Board of Equalization.

    CONDITIONS OF EMPLOYMENT

    Travel: A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Employees in this class may be required to use personal vehicles and show proof of automobile liability insurance.

    **Salary increases contingent upon Property Related Revenue and/or statewide Proposition 172 Sales Tax Collections performance.

    Minimum Requirements

    CANDIDATES MUST MEET THE FOLLOWING REQUIREMENTS:
    CERTIFICATE
    Must possess a Permanent or Advanced Appraiser's Certificate issued by the California State Board of Equalization.

    EXPERIENCE
    Must possess three (3) years of experience as a licensed journey level Appraiser in a California County Assessor's Office that includes 18 months appraising commercial/industrial properties .

    --OR--

    Must possess five (5) years of journey-level appraisal experience as a licensed California Bureau of Real Estate Appraisers (BREA) Residential, Certified Residential, or Certified General. Experience must include 18 months appraising commercial-industrial properties for tax assessment purposes .

    IMPORTANT NOTES:

    EXPERIENCE
    Experience MUST have been obtained within the last ten (10) years.

    Desired Qualifications

    The ideal candidate will have:
    • An Advanced Appraiser's Certificate issued by the California State Board of Equalization.
    • Two (2) years of experience as an Appraiser III with the County of San Bernardino.
    • Experience appearing before the Assessment Appeals Board or court hearings.
    • Knowledge of Assessment Appeals procedures and practices
    • Experience analyzing complex appraisal data and legal documents.
    • A Bachelor's degree.
    • Successful completion of San Bernardino County Management & Leadership Academy (MLA).
