    Job Description

    SUMMARY: This is technical work requiring the management of the City’s Industrial Pre-Treatment Program ensuring all pre-treatment permit holders are in compliance with the City’s Ordinance. It will also involve managing the city’s waste hauler and grease trap inspection programs. Work is performed independently in all but very unusual or difficult situations and is reviewed for overall effectiveness by observation and reports. This position will ensure all work complies with TNRCC and EPA regulations governing pre-treatment requirements.

    ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Factors such as regular attendance at the job are not routinely listed in job descriptions, but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following:

    • Investigate activities related to the City’s Pre-treatment Program.

    • Investigate services and activities at industrial, commercial and residential sites such as manufacturing, construction, paint and body ships, gas stations, restaurants, car dealers, laboratories, incinerators, hospitals, etc.

    • Assist Pre-treatment Coordinator in management of third-party waste haulers and wastewater discharges into the City’s wastewater collection system; conduct monthly billing for third-party waste haulers and keep track of payment history.

    • Assist Pre-treatment Coordinator in managing and enforcing the City’s grease trap requirements and conducting field inspections on the food establishments in the City; Keep electronic database of the grease trap inspections.

    • Provide information to the public sector regarding environmental ordinances and actions that reduce water pollution.

    • Prepare and present reports and other necessary correspondence.

    • Stay abreast of new trends and innovations in the field.

    • Respond to emergencies related to the Pre-treatment Program and City ordinances.

    • Perform related duties and/or other assignments and responsibilities for the Pre-treatment Coordinator and Assistant Director of Municipal Utilities.

    • Participates in various special projects.

    • Performs other duties as assigned.

    • Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

    • Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.

    KNOWLEDGE AND SKILLS:
    Knowledge:

    • City organization, operations, policies, and procedures.

    • Sewer collection and grease trap operations.

    • Wastewater facility operations.

    • City ordinances.

    • TCEQ requirements.

    • Federal EPA regulations.

    • Learn Safety rules and regulations.

    • Business and personal computers, and spreadsheet software applications.

    Skill in:

    • Handling situations requiring diplomacy, fairness, firmness and sound judgment.

    • Understanding and applying City policies and procedures.

    • Compiling data; maintaining records and files; and preparing clear and concise reports.

    • Using various testing equipment.

    • Using hand tools.

    • Providing efficient customer service.

    • Establishing and maintaining cooperative working relationships with all levels within the City.

    • Communicating effectively verbally and in writing.

    MINIMUM QUALIFICATIONS:
    High School diploma or equivalent; AND one year experience in wastewater utilities is preferred including knowledge of wastewater treatment plant operations, sewer collection systems and grease traps. Ability to maintain the Industrial Pre-treatment Section activities is required.

    LICENSE AND CERTIFICATION:

    • Possession of a valid Texas Driver’s License.

    PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
    Work is performed both in an indoor and outdoor work environment. May be exposed to dangerous machinery, potential physical harm, hazardous chemicals and infectious diseases. May be required to lift and carry items weighing up to 60 pounds. The ability to lawfully respond to an emergency from residence within 30 minutes.
