ABOUT THE POSITIONThe Office of the County Executive (OCE) seeks a Principal Administrative Analyst to lead high-impact initiatives aligned with the goals of the Board of Supervisors and County Executive. This position is part of a dynamic, growing, and exceptionally talented team focused on advancing policy priorities, delivering modernized public services, and improving the overall effectiveness of County operations.
Under general direction, the Principal Administrative Analyst will independently lead major cross-departmental projects, provide strategic support to executive leadership, and may supervise or guide other staff. While the specific work will be shaped by organizational needs, the current vacancy will focus on:
- Digital Services & Innovation: Supporting the County’s transformation toward a more technologically modern, responsive, and resident-centered government. The Principal Administrative Analyst will help build and scale initiatives that leverage human-centered design, agile methods, service reengineering, and data-informed decision-making to improve user experience and government performance. This includes working collaboratively across departments to evaluate and improve resident-facing services, modernize internal operations, and promote digital equity and accessibility.
The County seeks to draw from national best practices established by civic innovation leaders like the U.S. Digital Service, Code for America, and state/local government digital teams. Marin’s approach aims to embed innovation not as a one-off project, but as an ongoing practice—creating a "government as a platform
" model that supports continuous improvement, digital inclusion, and long-term service sustainability.
As the Office of the County Executive is a growing department charged with leading and building new programs that will benefit our community, we anticipate there may be other opportunities available in coming months. Additional positions are likely to support strategic planning, community engagement and interagency collaboration, performance management, and/or other roles that advance the priorities of the Board of Supervisors and the Office of the County Executive. QUALIFICATIONS Knowledge of:- Principles and practices of program development and administration in a public agency.
- Principles of management analysis necessary to analyze, recommend and evaluate programs, administrative policies, organizational structures.
- Long range financial projecting and forecasting techniques; public financing methods.
- Principles and practices of project management and employee supervision, including work planning and staff training.
- Principles and practices of public policy development and implementation.
- Organization, function and administrative structure of public agencies, including the role of an elected Board.
- Practices of contract negotiation and administration.
- Applicable laws, codes and regulations.
- Data analysis and statistical sampling techniques as well as computer applications related to the work.
Ability to:- Manage or coordinate county-wide projects and studies such as strategic planning initiatives and processes; identify the need for policy development and manage the process by which agency-wide or interagency policies are proposed and implemented; facilitate high levels of inter-departmental coordination and cooperation.

- Prepare clear, concise and accurate reports, correspondence, policies, procedures and other written materials.
- Establish and maintain effective working relationships with those contacted in the course of the work.
- Represent the County effectively in meetings with groups and individuals, including making effective oral presentations.
MINIMUM QUALIFICATIONS: Any combination of education, training and experience that would provide the required knowledge and skills. A typical way to qualify is equivalent to graduation from a four-year college or university with major coursework in business or public administration, public policy, computer science or a field related to the work and four years of experience in assignment area performing professional-level administrative, budgetary, operational or organizational analysis. One of the years of experience must have included functioning in a lead and/or project lead capacity.
