    Vacation & Sick Leave

    At the City of Buckeye, we understand the vital role that vacation time plays in supporting the mental, physical, and emotional well-being of our employees. Vacation and sick leave accruals begin on the first day of employment and may be used upon accrual. Additionally, employees receive credit towards vacation leave accruals for years of service with other public sector retirement systems nationwide (not including Federal service).

    Holidays

    The City of Buckeye observes eleven holidays per year: New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving and the day after Thanksgiving, and Christmas Day.

    Retirement
    This position participates in the Arizona State Retirement System (ASRS). Contribution is mandatory, and the current contribution rate is 12.27%, per fiscal year.

    Primary Duties and Responsibilities

    GENERAL PURPOSE: Under general supervision, focuses on discovering and managing grant applications, implementation, management, reporting and compliance; responsible for data analysis and governance including reporting to all levels of management; works closely with the Grant Program Administrator-Finance and various departments as a champion for grant funding management and compliance.

    Primary Duties & Responsibilities

    The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
    • Ensure program adherence to all federal and state requirements.
    • Develop, implement, evaluate, report, account of, and document plans and strategies of the organization grants.
    • Identify, prepare and manage grant applications, implementation and reporting for grants received on behalf of the City.
    • Identify potential grant sources and support applications with all programs.
    • Utilize internal, Federal, Agency and State financial reporting systems to track all grant activities.
    • Organize grant coordination and compliance with program staff.
    • Maintain financial records and all reporting requirements, both internal and external.
    • Ensure all statutory and administrative requirements and grant conditions have been met, both financially and administratively, during the closeout of grant programs.
    • Assist in preparation of required internal documents and paperwork for submission of external grants.
    • Identify, prepare, and collect grant application documents in preparation for submission.
    • Prepare and manage internal network folders for all grant submissions.
    • Provide assistance with budget development and creation of budget justifications to ensure accuracy and compliance with granting agency terms.
    • Participate in pre-award administration by editing, proofreading and recommending enhancements while ensuring compliance with specified style guidelines and grant requirements.
    • Conduct grant administration Post-Award activities such as accounting services, compliance with regulatory guidelines, deviations from proposals, interpretation of award elements, preparation of award letters and grant spreadsheets.
    • Assist with identification of government, corporate and foundation grants, conferences, fellowships/scholarships, reports and other relevant information; identify, research and disseminate lists of potential funding sources.
    • Perform other duties as assigned.


    Minimum Qualifications & Position Requirements

    Education and Experience:

    Bachelor’s degree in Business, Finance, Accounting or other related field, and 2 years experience with federal financial grant applications, principles and programs. OR equivalent combination of education and experience.

    Necessary Knowledge, Skills and Abilities:

    Knowledge of:
    • City policies and procedures
    • Government financial and budgeting practices and State financial systems
    • Federal, State, County and City laws, rules, regulations and ordinances
    • Principles, practices and techniques of grant research, writing, administration and interworking of funding sources at all levels
    • Budgetary theory, principles, objects and practices
    • Grant programs, application procedures and administrative requirements
    • Grant availability, applications, proposal and administrative process and procedures
    • Grant accounting, auditing principles and practices as related to grants administration
    • Lean processes, six sigma

    Skill in & ability to:
    • MS Office (Word, Excel, Access) and/or Google Suite
    • Use of digital management software
    • Data analysis and problem solving, problem analysis and resolution
    • Detail focus; highly accurate approach to analysis
    • Exercise discretion and judgement
    • Make independent analysis and report findings
    • Provide exceptional customer service and communication skills to internal and external customers
    • Function effectively, cooperatively and respectfully in a team environment
    • Be persistent, proactive and follow through on assigned projects
    • Highly organized and prioritize workload
    • Understand, interpret, and communicate, grant, and financial terminology
    • Communicate effectively both verbally and in writing with a wide variety of individuals at all levels
    • Establish and maintain positive, effective working relationships with those contacted in the performance of work

    12-Month Goals:
    • Prepare financial and programmatic reports in a timely manner on grant funded activities
    • Become familiar with Davis-Bacon compliance and perform compliance duties
    • Research, problem-solve, track, manage, and respond to inquiries regarding reportings
    • Determine whether expenditures have been charged to the proper account and ensure that a reimbursement request has been made
    • Collect, organize, and maintain grant documents and records


    Additional Information

    Special Requirements: Must possess and maintain a valid Arizona Driver’s License
    Physical Demands / Work Environment: Work is performed in a standard office environment.
    Reports To: Grant Program Administrator - Finance
    Supervision Exercised: None

    FLSA Status: Exempt
    Work Schedule: Monday through Friday (in-office)
