About usThe Detention Center is located at the Moss Justice Center and is a two-building facility. The Detention Center Main Building is a 621-bed direct supervision facility that opened in March of 1995. The Detention Center Annex is a 256-bed direct supervision facility that was formerly known as the York County Prison. The York County Sheriff’s Office obtained custody of the York County Prison in July of 2021 and merged all operations under the York County Detention Center. The Detention Center is charged with holding individuals who have been arrested by various law enforcement agencies in York County and held until they post bond, are ordered released by a court, or are transferred to a state institution after court sentencing. In addition, the Detention Center is charged with holding individuals who are sentenced to less than 90 days and/or all sentences through Family Court. The Detention Center also houses inmates for the U.S. Marshal Service and Immigration and Customs Enforcement under an agreement that provides compensation to the county.

About our opportunityWe invite you to apply to join our team as a full-time, non-exempt Criminal Intelligence Analyst that works specifically within the Detention Center analyzing data and intelligence from the inmate population; to include, but not limited to the inmate telephone system, inmate messaging, and facility cameras. This position works together with the Detention Center staff to identify trends within the facility, as well as identifying any potential criminal acts. This position also works with the York County Sheriff's Office Enforcement Criminal Investigation Division when intelligence is uncovered within the Detention Center. The purpose of this position is to analyze crime reports and statistics, and develop predictive and projective trends of criminal offenders; process data into intelligence information to be used in both planning and investigative law enforcement work; and provides administrative case support to investigators.
You must be able to pass a background check and a drug screen. This position requires testing during the interview process. Successful completion is mandatory.
Compensation: Projected Hiring Range/Pay Grade 114: $23.38 - $28.06 per hour. Salary is determined based on experience and/or education.
Work Schedule: Monday - Friday, 8:00 am - 5:00 pm; occasional evenings depending on operational needs.

Essential Duties and Responsibilities: - Identifies crime trends in and outside York County.
- Prepares intelligence product(s) to include GIS maps, google earth maps, and matrices.
- Forecasts crime occurrences using tactical, crime trend, and crime prevention techniques based on standard deviation.
- Performs statistical analyses with available data to provide scientific validation of intelligence products, and for strategic or tactical planning.
- Actively researches and analyzes raw data (phone numbers, addresses, police reports etc.) to present accurate and relevant information to person(s) who need to know.
- Provides intelligence and information regarding organized crime organizations.
- Maintains intelligence reports and case files in accordance with CALEA standards and Federal Standard 28 CFR Part 23.
- Assists in suspect identification from cyber tips for Internet Crimes Against Children (ICAC) Task Force cases (phone numbers, IP Addresses, email addresses, usernames, etc.).
- Attends meetings and maintains other forms of contact with law enforcement personnel (inside and outside jurisdiction) to share information on crime series, patterns, and new methodologies.
- Prepares and disseminates law enforcement sensitive bulletins to appropriate personnel and entities based on the "need to know" principal.
- Performs related work as assigned.
About youEducation and Experience: - Bachelor’s Degree in Criminology, Criminal Justice or related discipline.
- Four (4) years of crime data collection, evaluation, analysis, descriptive statistics or related experience or an equivalent combination of education, training and experience.
Special Certifications and Licenses: - Prefers a valid state driver’s license with an acceptable driving history.
- Certification as a Crime/Intelligence Analyst is preferred.
- May require additional professional or technical certifications as deemed necessary by management.

Longevity AllowanceFull-time regular county employees, elected officials, appointed officials, and judges with ten or more years of full time continuous governmental service are eligible to receive a monthly longevity allowance in addition to their regular compensation. Continuous service transferred from employment with another county, municipality, state or a political entity created by the State may contribute toward eligibility for the longevity allowance. Longevity allowances are paid according to the following schedule.

Employees in their new hire six (6) month probationary period shall not be able to use annual leave until they become regular county employees. Employees who are separating from county service shall be paid for all accrued, unused annual leave up to 360 hours provided they give York County as the employer the proper notice as required. Employees in their six (6) month New Hire probationary period who are terminated or separated from employment shall not be paid for accrued annual leave. The maximum amount of annual leave carried into each calendar year is 360 hours.
Earning Rate for Full-Time EmployeesFull-time employees with less than ten years of continuous service earn at the rate of eight hours of paid annual leave for each month of service during a twelve months period. Full-time employees with at least ten years, but less than twenty years of continuous service will earn at the rate of ten (10) hours of paid annual leave for each month of service during a twelve month period. Full-time employees with twenty or more years of service will earn at the rate of twelve (12) hours of paid annual leave for each month of service during a twelve (12) months period.
Sick LeaveFull-time county employees may be entitled to earn sick leave with pay. Employees may accrue up to 1,440 hours of sick leave. Upon termination of employment with the County, employees may not be reimbursed for any unused sick leave. When a paid holiday occurs while an employee is on sick leave with pay, the day may not be charged as sick leave.
Earning Rate of Sick LeaveFull time employees will earn eight hours of sick leave per month of service during a twelve month period.
