  • Job Description

    Distinguishing Features of the Class

    Performs functions related to recruitment and selection, policy and procedure application, benefits and compensation administration, payroll, Human Resources Management System (HRIS), workplace environment concerns and general human resources consultation.

    Acceptable Experience and Training

    • At least three (3) years of human resource experience; and
    • One (1) year of post-secondary education; or
    • Graduation from an accredited college or university with a bachelor's degree in Public Administration or Human Resources. An appropriate advanced degree may be substituted for the experience requirements.

    Required Special Qualifications

    • Candidates for positions in this class must pass a post-employment offer background check, physical examination, and drug screen;
    • Possession of a valid Iowa driver's license or evidence of equivalent mobility.
    • Possesses a PHR or eligible to obtain within 12 months of employment.


    Examples of Essential Work (Illustrative Only)

    • Provides information on all public personnel matters, such as job openings, pay rates and minimum qualifications necessary for employment in a specific position; benefits matters, pay schedules and work place environment issues.
    • Performs job analysis and evaluation, including in field observations of employees and supervisors to determine the essential functions and duties of City positions and uses job analysis to develop and/or modify job specifications and development of exams;
    • Develops, validates and administers entrance and promotional examinations;
    • Evaluates and screens application materials;
    • Responds and participates in unemployment claims and hearings;
    • Conducts applicant background checks;
    • Extends conditional/final job offers;
    • Organizes and conducts new employee orientation and pre-retirement seminars;
    • Processes new employees;
    • Determines eligibility for job transfers, promotions and demotions;
    • Counsels and communicates with applicants and employees regarding testing procedures and results, employment opportunities and employment status;
    • Advises and communicates with Departments on Civil Service and personnel procedures, rules, examination procedures and related personnel matters;
    • Oversees payroll processes;
    • Administers City employee benefits;
    • Administers HRMS;
    • Provides technical support on employee counseling, EAP referrals and career opportunities;
    • Responds to FMLA questions for employees;
    • Trains new and current staff on Departmental tasks;
    • Keeps immediate supervisor and others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
    • Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas;
    • Responds to citizens' questions and comments in a courteous and timely manner;
    • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
    • Develops and recommends employee related policies;
    • Prepares human resources communications recommending City Council Action;
    • Performs other directly related duties consistent with the role and function of the classification.
