POSITION PURPOSE / IMPORTANT APPLICATION INFORMATIONThe Utilities Specialist III is a skilled lead position in the area of Utility Systems Field Operations, with a primary focus on the oversight, maintenance, and repair of the City of Westminster’s wastewater collection system. This role involves coordinating daily operations, supporting maintenance and repair projects, and providing technical guidance to field crews to ensure the safe and efficient function of the sanitary sewer system. The position also includes responsibility for administering the Fats, Oils, Grit, and Grease (FOGG) Program to maintain compliance with City code and applicable state and federal regulations. A strong understanding of EPA Pretreatment Requirements and frequent interaction with the public are essential components of this position.
Operating hours are Monday through Thursday from 6:30 a.m. to 5:00 p.m. It is a mandatory requirement of this position to work overtime, take weekend duty, and be on call for emergency response including snow removal, water main breaks, and sewer backups. Applicants must be able to respond to the City of Westminster Municipal Service Center within 30 to 45 minutes when on call, including during inclement weather. This is a safety-sensitive position subject to federally mandated random drug and alcohol testing.
The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

Job Specific - Every employee in this position must be able to:- Work alongside, direct and lead construction personnel in order to maintain the daily operations of the Utilities Operations Division
- Demonstrate knowledge of safety practices common to hazards such as confined space, traffic control, fall protection and proper PPE
- Demonstrate knowledge of the general practices applied to the care and safe operations of a wide variety of light to heavy construction and maintenance equipment, especially those related to the Utilities Operations

- Communicate professionally with businesses, customers, and staff to explain inspections, repairs, and regulations

- Prepare and share reports, logs, and summaries with internal teams and stakeholders
- Coordinate with other departments to align project timelines, goals, and resources

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS Education, Experience, Skills, Formal Training, Licenses, and Certifications Required :- Graduation from high school or GED
- Five (5) years of experience in the installation, maintenance, and repair of water and sewer lines
- Three (3) years of experience in a supervisory or lead capacity of a construction and maintenance crew
- Must currently possess State of Colorado Class III Wastewater Collection Certificate (or be eligible for reciprocity) AND be eligible to obtain a class IV Wastewater Collection Certificate within one year of employment
- Valid driver’s license and maintenance of a safe driving record for continued employment
- Must be able to obtain and maintain a Class A Commercial Driver License with tanker and air brake endorsement within 90 days of employment
- Must be able to pass a Department of Transportation (DOT) physical upon hire and every two (2) years of continued employment
- Clear understanding of all regulations as they pertain to the wastewater collection system and pretreatment
Preferred :- Dual Colorado Class 4 Certification in Collections and Distribution
- Pretreatment or Fats, Oil, and Grease Management Certification
Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
Physical Requirements The position is physical in nature and requires sufficient physical strength and stamina to:
- Constantly sit to perform daily office tasks, drive to work sites, and stand on all types of terrain; frequently walk over uneven terrain to perform field work
- Frequently squat, bend, and kneel to perform maintenance on wastewater systems; balance, twist, and reach overhead and below shoulder to perform daily maintenance duties
- Occasionally crawl in confined spaces to perform inspections and maintenance
- Frequently use light/firm grasp and handling to operate office equipment and safely use heavy repair tools; constantly use fine manipulation to perform repairs and daily tasks
- Constantly step up and/or down to enter and exit vehicles, and climb stairs and ladders; constant actuate mechanism to safely operate vehicles, including standard transmission vehicles
- Normal vision and hearing are needed to perform inspections, office tasks, and observe work area for potential hazards
- Frequently lift and carry up to 100 pounds 20 feet to move supplies and bags of concrete to work sites; occasionally lift 120 pounds to remove manhole covers from ground level; occasionally push and/or pull up to 100 pounds of material and tools; occasionally push and/or pull greater than 100 pounds to pull crates
WORKING CONDITIONSWork is constantly performed indoors and occasionally outdoors with occasional exposure to extreme temperatures. Work is performed year-round with exposure to high voltage in moisture areas. Exposure to confined spaces, chemicals, fumes, methane gas with limited ventilation, and human and medical waste products also exist.

Benefit Package
The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.
401(a) Contribution Rates:Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
