Essential Job FunctionsProvides expertise and leadership in eliciting user requirements for large, highly complex new systems or system enhancements, resulting from conducting cost/benefit analysis, risk assessment, detailed specification preparation, and addressing user functions, data requirements, workflow interfaces, and business continuity requirements.
Documents change management approvals and functional and technical requirements according to departmental procedures.
Identifies Departmental system enhancements and application feasibility by conducting interviews, performing workflow analysis, documenting project scope and objectives, and leading design sessions with customers, technical staff, and vendors.
Researches commercial software to identify products that might meet Departmental requirements by analyzing and documenting products’ ability to meet user, functional, and technical requirements.
Develops and coordinates the development and maintenance of implementation and conversion plans, including training and test planning.
Develops and conducts acceptance testing with system users, including collaborating and coordinating with end users, developing test scenarios for complex systems, and preparing user acceptance test documentation.
Responds to requests for assistance from system users by investigating and overseeing the identification and resolution of system problems.
Coordinates and conducts unit testing, integration testing, production simulation and load testing, and network testing.
Reviews and approves technical systems documentation and user manuals.
Monitors contractor compliance with commissioned services and product performance.
Develops and reviews requests for information (RFIs), requests for proposals (RFPs), requests for quotes (RFQs), statements of works (SOWs), etc., and participates in evaluation of proposals.
Procures hardware and all relevant equipment for the entities serviced, including researching available equipment and applying County and LASD procurement procedures.
Monitors systems compliance with established information technology policies, procedures, guidelines, plans, and standards.
Leads a team of systems professionals working on system enhancement and replacement projects, including providing direction, delegating work, and training and mentoring staff.
Installs and coordinates the installation of software in support of business applications.
Prepares and coordinates the preparation of hardware and software specifications for procurement.

RequirementsREQUIREMENTS TO QUALIFY: Option I: Graduation from an accredited college or university with a Bachelor's degree* in Computer Science, Information Systems, or a closely related field
AND two (2) years of recent**, full-time, paid experience*** in information systems analysis and design in a centralized information technology organization.****
Option II: One (1) year of experience
at the level of Information Systems Analyst II .*****
Option III: Three (3) years of recent**, full-time, paid experience*** in information systems analysis and design in a centralized information technology organization.****
LICENSE A valid California Class C Driver License or the ability to use an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

SUPPLEMENTAL QUESTIONNAIRE As part of this application process, applicants will be required to complete a supplemental questionnaire. The questionnaire contains a pre-investigative questionnaire which will be implemented as part of the background investigation process to ensure applicants meet the standards set forth by the Los Angeles County Sheriff's Department. Applicants who fail the pre-investigative questionnaire will be disqualified and will have to wait three (3) months from the date of the disqualification in order to reapply.
Additional InformationEXAMINATION CONTENT This examination will consist of a structured interview assessing Organizational Skills, Leadership Skills, Interpersonal Skills, Problem-Solving Skills, Analytical Ability, and Oral Communications Skills weighted 100%.

ELIGIBILITY AND VACANCY INFORMATIONThe names of applicants receiving a passing grade in the examination will be place on the eligible list in the order of their score group for a period of six (6) months from the date of promulgation.
The list of successful applicants created from this exam will be used to fill vacancies within the Los Angeles County Sheriff's Department , Technology & Support Division, Data Systems Bureau.
SPECIAL INFORMATIONSUCCESSFUL APPLICANTS MUST COMPLETE A THOROUGH BACKGROUND INVESTIGATION, INCLUDING FINGERPRINT SEARCH.
