    The Position

    Bargaining Unit: Local 21 - Supervisory Management

    The Public Works Department of Contra Costa County is looking for a highly qualified professional to fill the role of Supervising Capital Facilities Project Manager within the Capital Project Management (CPM) Division in Martinez, California. This leadership position will oversee the CPM Division and, under general direction, manage the County’s delivery of major capital projects for its vertical assets. The ideal candidate will have extensive experience in project management and will play a crucial role in overseeing high-profile projects from inception to completion, assisting in daily operations, and training and developing project managers within the Division.

    The Contra Costa County Public Works Department (CCCPWD) is responsible for the maintenance and operation of over 650 miles of roads, 79 miles of streams and channels, and over 150 County buildings. CCCPWD services include parks and recreation, sandbag distribution, flood control, road and facilities maintenance, and storm water management. CCCPWD operates two airports, Buchanan Field Airport in Concord, and Byron Airport in Byron. CCCPWD strives for continuous improvement to deliver cost effective, safe reliable and sustainable projects, programs, and quality services. The CPM Division is part of the Public Works Department. The Capital Projects Management Division provides professional architectural and project management support to County departments in the planning, designing, construction, remodeling, and major maintenance of County buildings and facilities.

    • Developing, planning, scheduling and executing Capital Projects throughout the County
    • Managing and coordinating a team of professional staff responsible for projects of large dollar amounts, technical complexity, and political sensitivity
    • Ensuring change orders and payments follow County policies, guidelines, and procedures
    • Informing various parties about project statuses, including frequent communication with the Capital Projects Division Manager
    • Managing project budgets and schedules through completion, ensuring work is completed timely and within budget
    • Ensuring projects are properly closed out at completion

    Minimum Qualifications

    Licenses Required:
    1) Possession of a valid California Motor Vehicle Operator's License. Out of state Motor Vehicle Operator's License will be accepted during the application period.
    2) Possession of a valid State of California Certificate of Registration as an Architect or a Professional Engineer.

    Education: Possession of a Bachelor's Degree from an accredited college or university with a major in architecture, engineering, construction management or a closely related field.

    Experience: Five (5) years of full-time (or the equivalent of full-time) experience as a professional architect or licensed engineer managing major construction projects, preferably with a public agency, and a minimum of three (3) years of supervisory experience, preferably supervising capital project management staff.

    Desirable Qualifications:
    • Previous sustained experience in positions that required advanced project management and problem-solving skills
    • Previous experience working for a public agency and on municipal projects


    Selection Process

Applicants will be required to complete a supplemental questionnaire at the time of application, applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process. D epending on the number of applications received, an Application Evaluation Board may be convened to evaluate and select the best-qualified candidates for invitation to the next phase of the examination.
    Online Interview Assessment: The Interview Assessment will measure candidates' competencies as they relate to the job. In the Interview Assessment, candidates must achieve an average passing score of 70% or higher on each of the competencies, as well as an overall passing score of 70% or higher. These may include but are not limited to: Innovative Problem Solving, Legal & Regulatory Navigation, Displaying Ownership and Accountability, Professional and Technical Expertise, Coaching and Developing Others and Leadership. (Weighted 100%)
    Departmental Interview: To be scheduled by the department once the eligible list is established.


    TENTATIVE DATES

    Online Interview Assessment: Tentatively scheduled for end of July, 2025.

    The interview will be administered remotely using a computer or mobile device such as a tablet. You will need access to a reliable internet connection to take the assessment, as well as computer or mobile device with a camera.
