Job Description and DutiesThe District 2 Strategic Investment Planning Manager will work under the general supervision of a Supervising Transportation Planner, the Division Manager, Office of Transportation Planning. The incumbent works closely with multiple internal and external partners to prioritize and track transportation needs and strategically align those needs with potential fund sources. This work will be visioned and built through developing a portfolio of project concepts that typically fall under the non-State Highway Operations Protection Program (SHOPP) funding umbrella and the incumbent will remain in close communication with district Program Advisors and the Asset Management team for any possible SHOPP-eligible elements. This work requires and is expected to have extensive coordination and communication with various HQ and district programs and offices. The incumbent will be responsible for leading district grant applications for all grants prior to programming in the various state and federal funding programs and doing so in close coordination with various internal and external partners. The incumbent will coordinate with the appropriate HQ programs in processing external requests for Caltrans letters of support and other requests as needed by the state and federal grant programs. The incumbent will routinely engage with various HQ Programs and external agencies and key transportation partners to prepare state and federal grant applications in accordance with United States Department of Transportation (USDOT) Notices of Funding Opportunities (NOFOs), California Transportation Commission (CTC) Program Guidelines, and Caltrans Program Guidance documents and adopted principles and practices, such as Climate Action Plan for Transportation Infrastructure (CAPTI) and Caltrans System Investment Strategy (CSIS). The incumbent will coordinate letter of support for grants that Caltrans is applying for during pre programming efforts and when an external partner is seeking one from Caltrans for funding. The incumbent will work with HQ and internal and external partners to lead development of state and locally-sponsored Project Initiation Documents (PID), nominations and support System Planning in identifying and developing Feasibility Studies and State Planning and Research (SP&R) nominations. The incumbent, upon request, will support Program Project Management (PPM) and Asset Management (AM) with seeking additional funds for projects after initial programming.
The incumbent will build, foster, and maintain relationships internally and externally across functional units and with subject matter experts (SME) to routinely gather needs on the state highway system and maintain a well-organized portfolio to share with others and use to develop plans, studies, and projects. The incumbent plays a large role in supporting district regional planners in state highway needs meetings with all local public agency and tribes, where information is shared, gathered, and further included in the district strategic investment plan. The incumbent’s work will directly support System Planning’s development of the Interregional Transportation Strategic Plan (ITSP) and Asset Management’s development of the Interregional Transportation Investment Program (ITIP). The incumbent will attend regular monthly meetings held by the HQ Office of Strategic Investment and share relevant information professionally and accordingly with relevant internal and external partners. The incumbent will routinely communicate with all program advisors and AM on needs and share information and outcomes from external transportation partner coordination. The incumbent must possess strong communication and strategic thinking skills, excellent customer service, desire to further internal and external partnerships, and a deep commitment to the Department’s strategic vision, mission, values, and goals with a drive to advance equity through all efforts.
