THE POSITION
**Although there is a salary range for this position, the candidate hired into this position will be hired at the bottom of the salary range.**
This recruitment will be used to establish an open competitive and promotional eligibility list that may be used to fill this vacancy and vacancies occurring in this classification for a minimum period of six (6) months. Performs journey-level installs, maintenance and repairs on the Freeway Management System (FMS) and Intelligent Transportation System (ITS) networks.
FLSA STATUS: Non-Exempt
Working Conditions: May work shifts on days, evenings, weekends, and holidays.
REQUIREMENTS
Education and Work Experience: Equivalent to a high school diploma/GED and successful completion of a recognized apprenticeship as an electronic technician and two (2) years of journey-level experience in communications equipment/network troubleshooting and repair. Must possess valid International Municipal Signal Association (IMSA) Work Zone Safety and Traffic Signal Technician Level I certification, or agree to obtain certification within one (1) year of date of hire.
Licensing and Certifications: Must possess and maintain a valid Class B driver’s license-CDL, or agree to obtain Class B driver’s license - CDL within 90 days of date of hire.
Background Investigation:Employment with the Regional Transportation Commission in this position is contingent upon successful completion of a comprehensive background investigation, including qualifying education/experience/licensure/certification verification, social security trace, criminal history records review, driving history records check, and verification of no previous positive drug tests in safety sensitive positions as defined by 49 CFR Part 40 (as amended) in the last three years.
Medical Examination / Drug Screening: Employment is contingent upon the results of a physical examination performed by our examining physician, and a DOT pre-employment drug screening.

PHYSICAL DEMANDS
Physical ability to perform construction, maintenance and related work, including climbing and/or crawling in areas that are not handicap accessible; stamina to stand and walk for extended periods of time; strength to lift and maneuver materials and equipment weighing up to 70 pounds with proper equipment; working at heights in a bucket truck; working in and around live traffic; vision to read printed materials; and hearing and speech to communicate in person or over the telephone. Accommodations may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodations.
Work is subject to exposure to high voltage, fumes, chemicals, and solvents.
This classification is designed as “safety sensitive”. This designation requires the incumbent to agree to random drug and alcohol testing, reasonable suspicion drug and alcohol testing, and post-accident drug and alcohol testing in accordance with Federal Motor Carrier Safety Administration (FMCSA) and United States Department of Transportation (DOT) regulations (49 CFR 40 & 655 as amended).
EXAMPLE OF DUTIES
Installs, inspects, maintains, repairs and monitors (ITS) Intelligent Traffic Systems equipment. Troubleshoots and resolves layer 1/ layer 2 network communications, CCTV video encoding/decoding issues, Active Traffic Management and Dynamic Messaging Sign system operations, traffic radar detection system and traffic signal controller/ramp meter equipment failures and/or other equipment malfunctions. Runs, terminates and connects communications wire/equipment as well as electrical power conductors. Conducts line located on ITS equipment and fiber optic cable. Configures, modifies and/or adapts equipment to specific project requirements. Conducts testing and calibration procedures for instruments and equipment, according to engineering drawings, schematics, technical manuals, and other specifications. Disassembles traffic infrastructure equipment, using power/hand tools, and inspects components for defects; aligns, repairs and replaces component parts and circuitry; reassembles and calibrates equipment. Reviews construction plans, as-builts, specifications, and performs inspections of new construction projects/equipment. Conducts inventory of repair parts, surplus and supplies; provides detailed material list to supervisory staff as required. Operates a variety of office equipment, to include computers and associated software. Utilizes Network Management Software to troubleshoot traffic network infrastructure. Provides information and assistance to internal and external customers as required. Performs aerial repair of traffic communications equipment. Logs daily work activities in Asset Management Program, and tracks tickets for work order completion. Other duties as assigned.
GROUP INSURANCE - Health and dental insurance is available at a minimal expense to eligible employees, spouses and dependents. The RTC pays the monthly life insurance premium for eligible employees.
SERVICE CONNECTED DISABILITY INSURANCE - Eligible employees are covered by a Workman's Compensation Program in accordance with the provisions of the Nevada Industrial Insurance Act (NRS Chapter 616) and the Nevada Occupational Diseases Act (NRS 617).
LONG-TERM DISABILITY INSURANCE - The RTC pays a monthly premium toward a long-term disability plan for eligible employees.
VACATION - Vacation leave accrual is based on length of RTC employment. Initial accrual is at the rate of 3.08 vacation hours for each biweekly pay period.
SICK LEAVE - Eligible employees accrue 3.7 hours of sick leave for each biweekly pay period. Employees completing 10 years of service accrue an additional .92 hours of sick leave per biweekly pay period.
MISCELLANEOUS LEAVES - Court leave, military leave, parental leave, leave without pay, blood donor leave, education leave, and RTC promotional/transfer application examination leave are available (upon approval) for eligible permanent employees.
RETIREMENT - Full-time employees become a member of the Nevada State Public Employees Retirement System under an employer paid plan.
LONGEVITY PAY - Effective July 1, 2021, permanent employees who have completed 5 full years of creditable service with the RTC are entitled to a one time longevity payment in addition to their base salary. Longevity is paid annually, in a one time lump sum amount, at the rate of .57 of 1% at 5 years.
CREDIT UNION - RTC employees and their families are eligible to join the Clark County Credit Union.
TUITION REIMBURSEMENT - Eligible employees may be awarded tuition reimbursement upon successful completion of pre-approved, job related courses.
FMLA - Employees who have worked for the RTC for at least one year, and have worked at least 1,250 hours over the preceding 12 months are eligible for the provisions of the Family Medical Leave Act.
