    Description

    The City of Irvine is seeking a dedicated and empathetic professional to join the City Manager’s Health and Wellness Team as a Program Specialist. This rewarding opportunity is ideal for a community-focused individual with a strong background in social services who is passionate about making a meaningful difference in the lives of Irvine residents. As part of a dynamic and mission-driven team, you will play a vital role in advancing the City’s commitment to health, wellness, and equitable access to support services.
    The purpose of positions in this classification is to administer specialized social service programs or projects and to provide analysis and support related to policies, procedures, service delivery, and program outcomes in designated areas of social services or case management for the City of Irvine.
    This recruitment will supplement the existing Eligibility List for the Program Specialist position, which will expire on 2/18/26 .

    Your Impact

    • Serve as lead staff member in delivering social services to Irvine residents, including direct consultation, needs assessment, and individualized support.
    • Provide case management services by evaluating client needs, developing service plans, coordinating care, and monitoring progress toward client goals.
    • Offer referrals to appropriate community-based organizations, government agencies, and other service providers based on each resident’s unique needs.
    • Maintain a current knowledge of local and regional social service resources, including housing, mental health, senior services, youth programs, and emergency assistance.
    • Provide timely and accurate information to the public about available City programs and community resources via phone, in person, and through outreach events.
    • Prepare documentation, reports, and case notes in accordance with City standards and confidentiality requirements.
    • Participate in program planning, evaluation, and improvement efforts within the City Manager’s Health and Wellness Team.
    • Support community outreach and engagement efforts to raise awareness of available services and promote equitable access.

    Minimum Qualifications


    • Bachelor's degree in Public Administration or related field with some experience in municipal management.
    • Any combination of education and experience that provides equivalent knowledge, skills, and abilities.
    • May require a valid California driver's license.

    Best Fit

    • A Master’s degree in Social Work, Counseling, Human Services, or related field highly desirable.
    • Understand dynamics of human behavior including individuals and families with complex social, psychological, and economic needs and challenges
    • Familiarity of federal, state and local legislation, resources and programs to meet client needs
    • Five years of case management experience highly desirable
    • Experience with working in a fast-paced environment while maintaining a caseload
    • Experience delivering social services to diverse communities including the unhoused population
