    SUMMARY OF POSITION

    The Business Technology Analyst III will serve as a project or technical lead in identifying and analyzing department requirements and adopting those into process and technical solutions. Assigned service requests may include the following: 1) utilization of business intelligence tools such as Power BI to develop dashboards/dynamic reporting from proprietary data bases, 2) automate processes to improve workflows, 3) export data from custom databases, develop SQL databases, and develop custom code in support of one of the major electronic health records systems proprietary to the department, 4) Develop or troubleshoot custom applications created within the Health Department 5) Create or modify existing Health Department website or SharePoint sites. This position will track all time spent in support of the bureau to ensure accurate cost recovery as we are a service team supporting a department of approximately 1300 employees within seven bureaus: Animal Services, Environmental Health, Public Guardian, Public Health, Behavioral Health, Clinic Services, and Administration.

    The Eligible List established by this recruitment process will be used to fill current and future vacancies, both regular and temporary, as they arise.

    This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority in accordance with the Flexible Staffing Program and Guidelines.

    Examples of Duties

    • Analyzes current and future departmental business needs and problems in relation to information technology solutions. Analyzed project plans and proposals.
    • Evaluates and/or participates in the evaluation of technology products and solutions.
    • Consults with vendors and/or Information Technology Department for technical support.
    • Ensures that the necessary plans and resources exist to smoothly transition current business processes into the newly automated or updated solutions. Coordinates the development of project schedules and budgets.
    • Recommends appropriate information systems solutions.
    • Performs and/or coordinates analysis of departmental information systems to ensure applicability with current operating standards, County policies, and legal requirements.

    THE SUCCESSFUL CANDIDATE

    Will have a proven track record demonstrating the following knowledge, skills, and abilities:

    Thorough Knowledge of:
    • The uses and limitations of micro, mini and mainframe computer applications.
    • The principles and methods of automated records systems management
    • The principles and techniques of automated information entry, storage, and retrieval
    • The principles of systems and procedures analysis
    • County adopted information technology principles, policies, strategies, and technical architecture statements of direction.


    Skill and Ability to:
    • Communicate with departmental personnel not familiar with data processing and translate their needs into automated office system requirements. Effectively present technical information.
    • Analyze basic business problems and develop office automation methodologies.
    • Develop a solid understanding of departmental business processes and technology requirements.
    • Prioritize and meet project timelines.
    • Communicate effectively both orally and in writing including writing clear, concise and detailed instruction, procedures, and reports.
    • Establish and maintain effective working relationships.
    • Exercise good judgment, decisiveness, and creativity.
    • Consistently apply the Monterey County values of respect, innovation, customer service and honesty


    Desirable Qualifications:

    • Ability to speak, read and write English and Spanish


    Examples of Experience/Education/Training

    Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

    Education : Completion of all coursework leading to a bachelor’s degree in business administration, Public Administration, Computer Science, Office Automation or closely related field.

    AND

    Experience : One year of experience analyzing business processes and information systems for Business Technology Analyst I; two years of experience analyzing business processes and information systems for Business Technology Analyst II; and three years of experience analyzing business processes and information systems for Business Technology Analyst III.

    CONDITIONS OF EMPLOYMENT:
    • Successfully complete a background check to include fingerprinting.
    • Possess and maintain a valid California Class C driver’s license or the ability to provide suitable transportation that is approved by the appointing authority.
    • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency.
