    CAREER DESCRIPTION

    SR. STAFF DEVELOPMENT SPECIALIST

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    This recruitment is open to the public and will remain open on a continuous basis for a minimum of five (5) business days, until the needs of the Department are met. Qualified applicants are encouraged to apply immediately.

    RECRUITMENT/POSITION INFORMATION
    This recruitment is being held to establish an Open Eligible List to fill current vacancies in this class until the next recruitment. The eligible list established may also be used to fill positions in similar and/or lower classifications.

    THE DEPARTMENT
    The Orange County Sheriff’s Department is among the largest in the nation, providing exemplary law enforcement services focused on a collaborative, dedicated and innovative approach to public safety.

    The Department consists of six organizational Commands comprised of 23 Divisions. Together, these Commands and Divisions provide services including land, air and sea-based patrol, custody operations, investigative services, emergency management, coroner services, forensics, and specialty operations, among an extensive list of other public safety services.

    THE DIVISION
    The Orange County Sheriff's Department - Technology Division consists of approximately 150 personnel organized in five bureaus that specialize in specific technologies and services, including Operations, 800MHz Radio Communications, Applications, Infrastructure, and Security. Each section maintains a staff of Managers, Engineers, Technicians, and support staff to provide a high level of operational and technical expertise to various public safety functions including Law Enforcement, Fire Services, Emergency Medical Services, Lifeguard, Park Rangers, Public Works, Local Government, Courts, County and City jails, and Probation facilities. The Division supports all information technologies for approximately 4,000 Department employees and more than 320 law enforcement applications. OCSD Technology maintains a closed, wide area data network only accessible by law-enforcement, and has direct connections with more than 50 Orange County law enforcement agencies for information sharing. The Technology Division’s functions include application development and support, help desk support, desktop support, body-worn camera, mobile, and MDC support, storage and server support, network and CCTV support, network security operations, and the management of the 800MHz Countywide Coordinated Communications System. OCSD Technology is committed to fully supporting all Divisions of the Sheriff’s Department and all Orange County, mutual aid, and federal partners with the honest delivery of high-quality IT systems and excellent customer service.

    THE OPPORTUNITY
    The Senior Staff Development Specialist oversees the effective use and management of our countywide Communications system, playing a vital role in Orange County's public safety infrastructure.
    Essential Duties and responsibilities:

    • Planning, organizing, and conducting training programs for all agencies on the intricacies of the communications system

    • Acting as a liaison for the communication system during Emergency Operations Center activations

    • Supervising a unit performing professional. technical, and management training

    • Developing and implementing comprehensive training plans and materials

    • Consulting with administrative and program staff on training needs and special programs
    Strategic Impact: This position is a critical because it bridges the gap between our technical infrastructure and the end-users across multiple agencies. It ensures that all personnel are properly trained on the complex communications system, enhancing its effectiveness during both routine operations and emergencies.

    THE IDEAL CANDIDATE
    The Orange County Sheriff's Department seeks a dynamic training professional who excels at translating complex technical systems into accessible learning experiences. The ideal candidate will be a strategic thinker with exceptional communication skills and a passion for developing others.

    Professional Excellence- The successful candidate will have extensive experience in designing and delivering training programs, particularly in technical or public safety environments. They will demonstrate a proven track record of managing training operations, supervising staff, and working effectively with diverse stakeholder groups across multiple agencies. Experience with emergency communications systems, radio operations, or public safety technology is highly valued.
    Leadership and Communication - This role requires an individual who can inspire confidence and build strong relationships across organizational boundaries. The ideal candidate will be an engaging presenter and skilled facilitator who can adapt their communication style to reach audiences ranging from frontline personnel to executive leadership. They must be comfortable serving as a subject matter expert and liaison during high-stakes emergency operations.

    Adaptability and Problem-Solving - Given the critical nature of countywide communications during emergencies, the ideal candidate will demonstrate exceptional judgment under pressure and the ability to quickly assess training needs and implement solutions. They should be comfortable working in a fast-paced, mission-critical environment where effective communication systems can literally save lives.

    MINIMUM QUALIFICATIONS
    Th orough Knowledge of
    • The principles and techniques of employee training, the learning process, and individual and group teaching methods
    • Eligibility and/or social work principles, practices, and techniques may be required for some assignments

    General Knowledge of
    • Principles, practices and procedures of various operations in agency/department assignment may be required for some positions
    • Provisions of the Welfare and Institutions Code and other legislative and regulatory material in the social services field may be required for some positions

    Some Knowledge of
    • Principles and practices of human resources management and supervision

    Ability to
    • Plan, coordinate, and supervise the work of a unit providing training
    • Analyze situations and data accurately and make decisions and adopt the most effective course of action
    • Identify with agency purpose and goals to work within agency structure
    • Provide consultation on matters related to training work practices
    • Plan, organize and develop group activities
    • Develop and write manuals, handbooks, and lesson plans
    • Speak effectively, convey ideas clearly, and lead group discussions and training sessions
    • Establish rapport and cooperative relationships with representatives of other divisions, departments and agencies

    Experience/Education:
    Considerable experience and/or education which would be sufficient to give a person general or thorough knowledge of the most important parts of the job and at least some knowledge of all or most parts of the job.

    SPECIAL QUALIFICATIONS
    Applicants must not have been convicted of a felony or be on any form of probation and must pass an extensive background investigation to the satisfaction of the Orange County Sheriff-Coroner.

    Background screening includes completing of a Personal History Form, interview with a background investigator, fingerprinting and may include a polygraph test. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use and credit problems, employment history, professional references and education verification (i.e. degree, license, or official transcripts. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credentials Evaluation Services (N.A.C.E.S.).

    PHYSICAL, MENTAL, AND ENVIRONMENTAL REQUIREMENTS
    May be required to climb and work from antennas which may exceed 100 feet in some assignments.
    Human Resources | Minimum Qualifications
    Sheriff Human Resources screens all applications to identify the most qualified candidates for the position based on the skills required to meet the needs of the Department.     Structured Oral Panel Interview (Weighted 100%)
    Candidates will be interviewed and rated by a panel of job knowledge experts. Each candidate's rating will be based on responses to a series of questions designed to elicit the candidate's qualifications for the job. Only the most successful candidates will be placed on the eligible list.

    Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.

    ELIGIBLE LIST
    After all procedures have been completed, Sheriff Human Resources will establish an eligible list of qualified candidates.
