    This position is with the Missouri Department of Natural Resources, Director's Office in the General Counsel's Office, and will be located at 1101 Riverside Drive, Jefferson City, MO 65101 in the Lewis and Clark State Office Building. Remote work is not available for this position.

    The Missouri Department of Natural Resources General Counsel’s Office is seeking a full-time Legal Counsel in its Jefferson City office to support the department’s Division of Environmental Quality’s Air Pollution Control Program.     Salary range is directly contingent upon documented years of practice and applicable work experience.

    • Issue-spotting, problem-solving, and providing advice and counsel to department team members regarding relevant Program matters, with primary emphasis on the federal Clean Air Act and the Missouri Air Conservation Law.
    • Interpreting and analyzing current and proposed state and federal statutes, regulations, and policies; drafting analyses and opinion memoranda for the supported program;
    • Representing the department in negotiations with regulated entities, cooperating agencies, vendors, and others;
    • Coordinating compliance assistance and enforcement matters, including working with the Attorney General’s Office on matters referred to that office for litigation;
    • Counseling department staff regarding Air Program matters and general legal matters.
    • T he position will offer opportunities to practice in multiple areas of environmental law.


    This position is required a license to practice law in the State of Missouri or ability to become licensed in Missouri;

    AND

    To be successful in this position, a candidate will need the following skills:

    • Law : Knowledge of State and federal laws, including legal and court procedures, regulations, guidelines, precedents, admissibility of evidence, case preparation, and/or settlements for applicable areas of law practiced or supported.
    • Legal, Government, and Jurisprudence : Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, government regulations, executive orders, agency rules, government organization and functions, and the democratic political process.
    • Oral and Written Communication : Expresses information (for example, ideas or facts) to individuals or groups effectively, consider the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    • Problem Solving : Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


    Equivalent to those typically gained by:

    • Juris doctorate degree from an accredited law school and at least two years of applicable administrative law, environmental law, natural resources, or regulatory legal experience;
