    Requirements

    MOS Codes: NONE

    Education and Experience : Bachelor's Degree or higher in Business or Public Administration, Public Relations, Communications, or a closely related field, and four (4) years of experience involving the development and coordination of public information or community outreach or involvement programs, including one (1) year in a lead or supervisory capacity.

    Licenses and Certificates : Valid Texas Class "C" Driver's License or equivalent from another state by time of appointment.

    General Purpose

    Under general direction, develop and implement water utility outreach strategies to build and maintain strong relationships with community groups and leaders, local influencers, neighborhood associations, and customers to build trust.

    Typical Duties

    Manage community outreach and engagement. Involves: Develop and implement strategies to educate customers about water conservation, utility services, and sustainability initiatives. Plan and execute speakers’ bureau, sponsorship programs, and public events, including open houses, facility tours, and informational sessions. Prepare and consult with the utility staff to develop presentations and written materials. Represent the utility at community meetings to include boards, commissions, neighborhood associations, and civic organizations. Attend community events as required. Oversee outreach programs related to water quality and understanding utility services. Collaborate with educational institutions and city departments to maximize engagement. Support the utility’s emergency response planning and response program as it pertains to community outreach. Write proposals and briefings for potential or continuing partners.

    Plan, develop, and implement community outreach strategies and programs. Involves: Responsible for facilitating community understanding of the utility’s long-term water supply planning, conservation, water quality, and infrastructure improvements to improve reliability and reduce flooding, along with support for rates and affordability initiatives. Formalize programs and conduct assessments to shape strategies. Develop and implement policies, standard operating procedures, and protocols for the community engagement function. Oversee customer survey(s) and conduct stakeholder assessments. Meet with neighborhood residents, community leaders, and community groups to understand concerns, identify opportunities for collaboration, and determine the best options to increase awareness and understanding. Manage and maintain programs.

    Establish relationship building. Involves: Foster trust between the utility and the local community through transparent and open communication. Establish and nurture relationships with key stakeholders, including City departments, community leaders, local organizations, and the general public. Act as key point of contact for community members to address concerns, questions, or complaints and work to resolve issues promptly and effectively.

    Perform administrative duties. Involves: Managing the computer database system to maintain accurate and updated stakeholder information. Oversee key performance indicators to measure and evaluate the effectiveness of initiatives and recommend changes as appropriate.

    Supervise assigned staff. Involves: Schedule assignments, instruct, guide, and check work. Appraise employee performance and review evaluations by subordinates. Provide training and development; enforce personnel rules and regulations, and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants and recommend hiring, termination, transfers, discipline, or other employee status changes. Enforce safety rules and regulations.
