    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

    The Houston Public Library (HPL) seeks a passionate, experienced professional with proven leadership skills and an ability to motivate and inspire staff to serve as the Project Manager in the SPACES Division. HPL serves a population of 2.2 million citizens through a network of 37 Neighborhood Libraries spread out across the Houston area, a Central Library, and three History Research Libraries.

    Essential Duties include:
    • Provides general oversight and coordination in reviewing contractors’ compliance with construction and design plans and specifications.
    • Working closely with General Services Division (GSD) to represent HPL’s interest in design, construction, and cost negotiation.
    • Plans, organizes, directs, and reviews major and minor design and construction contracts for projects, reviews schedules, submittals, change orders for each project.
    • Provides management of multiple contracts of various sizes.
    • Collaborate with HPL Staff on program design, schedules, and library openings.
    • Responds to complaints or inquiries from citizens, city officials, or outside agencies and represents the library at conferences and meetings.
    • Serves as a liaison between City personnel and contractors and consultants and monitors contracts.
    • Performs general personnel functions including evaluations, interviews, training, and recommending disciplinary actions.


    WORKING CONDITIONS

    Position requires stooping and bending; lifting of library materials up to 20 pounds. Must be able to move freely throughout the library to file/retrieve library materials. Must be able to effectively communicate orally and in writing.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS

    Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required

    . EXPERIENCE REQUIREMENTS

    Four (4) years of experience in construction, construction inspection, design, landscape design, geotechnical, environmental or a closely related field are required.

    Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.

    LICENSE REQUIREMENTS

    A valid driver license and compliance with the City of Houston's policy on driving (AP 2-2).

    PREFERENCES

    Preference shall be given to applicants with;
    • Experience with Public Libraries and the design needs of libraries
    • Proven experience working on construction projects.

    **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

    Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
