THE POSITION
The Human Resources Manager is responsible for all division operations, including staffing, budgeting, policy-making, and strategic planning processes. This position reports to the Chief Administrative Officer and directs the work of professional, technical and administrative staff. The Human Resources Manager is distinguished from the analytical and technical jobs within the division by its more specialized knowledge of human resources laws and regulations, human resources practices, its supervisory authority, and decision-making accountability related to personnel policy.
THE COMMUNITY
The City is a family-oriented community of approximately 64,000 residents and encompasses 18.5 square miles. The most southern city in Orange County, San Clemente is located midway between Los Angeles and San Diego, just north of the undeveloped lands of Camp Pendleton.

CITY GOVERNMENT
The City of San Clemente is a General Law city that operates under the Council/Manager form of government. The City has established four districts for the purpose of electing City Council representatives for four-year terms and, starting in November 2026, the San Clemente Mayor will be elected at-large (by the entire city) for a two-year term. The City Manager is responsible for overseeing the administration of 7 City departments, staffed by approximately 203 full-time employees. The City provides a range of municipal services with a current General Fund budget of $88.3 million for FY24/25 and $87.4 million for FY 25/26. The City contracts for police services from the Orange County Sheriff’s Department and for fire services through the Orange County Fire Authority. Utility services (water, sewer, storm drain and urban runoff) are provided by the City.
IDEAL CANDIDATE
We are seeking a dynamic HR professional who brings experience in all traditional HR areas including recruitment and selection, benefit administration, classification and compensation, employee training, and worker’s compensation coupled with a general knowledge of risk management and liability. They should have experience with labor relations, employee discipline, and investigations, with a proactive approach to addressing issues. UPCOMING PROJECTS
Upcoming projects include the implementation of an enterprise resource planning (ERP) system to include the Human Resources module and an update of the deferred compensation plan. The HR Manager should be able to lead these initiatives effectively, ensuring successful implementation and integration into the organization’s HR practices.
QUALIFICATIONS
Education/Training:
Equivalent to a Bachelor’s degree in human resources management, public administration, business administration or a related field from an accredited college or university.
Experience:
Five years of increasingly responsible professional experience in human resources administration including a broad background in Human Resources and Labor Relations with at least two years of management or supervisory experience.

FLEXIBLE WORK SCHEDULE -Most positionswork a 9/80 work schedule.
HOLIDAYS - The City presently recognizes 12 regular holidays, plustwo floating holidays.
VACATION - Employees accumulate vacation at the rate of 120 hours per year increasing to a maximum of 180 hours based on years of service.
ADMINISTRATIVE LEAVE - Employees in this position are granted 64 hours per year.
SICK LEAVE - Accrual of 8 hours per month.

LIFE INSURANCE - Value equal to two times annual earnings up to a maximum of $200,000.
DEFERRED COMPENSATION - Employees may defer up to a maximum of $23,500 annually.Individuals aged 50 and older can contribute up to $7,500 in catch-up contributions to these plans.
FLEXIBLE SPENDING ACCOUNT - Employees may participate in either or both of the Health Care or Dependent Care programs.
EMPLOYEE ASSISTANCE PROGRAM - The City offers full-time employees and their dependents an EAP program which provides a variety of professional services.
RETIREMENT - The City of San Clemente is a member of the California Public Employees' Retirement System (CalPERS), and is subject to the Public Employees' Pension Reform Act (PEPRA).The retirement formula for new employees is based on the category below that the new employee falls under. Employee contribution rates will be determined by the employee's classification and requirements under PEPRA.
NOTE: The City is also a member of the Social Security system. As such, Full Time employees make contributions to Social Security in addition to their CalPERS contributions.

Retirement Formula: 2% @ 55
Definition:
CalPERS refers to all members that do not fit within the PEPRA definition of a "new member" as "classic members" who are subject to the Public Employees' Retirement Law (PERL). PEPRA allows a member after January 1, 2013, to retain his/her classic member retirement benefit status if the member continues his/her membership in all previous California Public Retirement System(s) by leaving his/her service credit and contributions (if any) on deposit, and the member enters into employment that results in CalPERS membership within six months of separating from the most recent California Public Retirement System. Classic member status also requires the membership date to be on or before December 31, 2012, in a California Public Retirement System in which reciprocity is established.
New Member:
Retirement Formula: 2% @ 62
Definition: A new member is defined in PEPRA as any of the following:
• A new hire who is brought into CalPERS membership for the first time on or after January 1, 2013, who has no prior membership in any California Public Retirement System.
• A new hire who is brought into CalPERS membership for the first time on or after January 1, 2013, who has a break in service of greater than six months with another California Public Retirement System that is subject to Reciprocity.
• A member who first established CalPERS membership prior to January 1, 2013, who is rehired by a different CalPERS employer after a break in service of greater than six months.
