Who We Are: The Internal Services Department (ISD) plays a major role in supporting all County of Los Angeles departments and commissions. With an annual budget of over $885 million and 2,162 budgeted positions along with over 5,120 contracted workers of varying professions in facilities management, information technology, environmental, administrative, purchasing and contracting, ISD's mission is Speed, Reliability, and Value.
The Opportunity: We are looking for a confirmed leader that is able to balance multiple projects while redefining Information Technology strategies into goals and objectives to fill our vacancy for Administrative Manager XIII, IT, ISD in the Customer Applications Branch, Shared Services Branch & Cyber Governance and Operations Branch. The Administrative Manager XIII, IT, ISD manages a division within a service of the Internal Services Department, leading, planning, organizing, communicating, analyzing, and managing resources to achieve results.
Essential Job FunctionsManages and directs the work of the Division’s information systems organization by planning, organizing, directing, and implementing the work activities and processes of subordinate staff; coordinating with other organizational units of the Department, other County departments, and/or public and governmental agencies (e.g., Federal/state/local agencies, etc.);maintaining/developing IT Services/Products; evaluating the workload; determining priorities; ensuring regulatory compliance; assigning appropriate personnel to meet deadlines and desired outcomes; establishing service line performance metrics and standards; managing operations, resources, and expenditures (in accordance with Departmental policies, County code, and fiscal manuals); and updating upper management via written and oral reports on the status of work being performed in order to ensure that the organization’s services are delivered in a timely, efficient, and effective manner to support the County and the Department in meeting its goals.
Develops an Information Systems roadmap and plan by evaluating trends and using strategic planning skills and techniques in order to steer the delivery of IT Services/Products, prioritize resources, make service/product improvements, and meet the goals of the department and its customers.
Provides administrative oversight by directing and monitoring expenditures, personnel, procurement, contracts, staff development and performance, training, etc. in order to ensure compliance and delivery of effective services.
Drives process improvements by working with subordinate managers to analyze the work processes, identify gaps/needs, design and implement solutions in order to optimize service delivery and/or reduce cost.
Supports Department’s business strategies by collaborating with departmental leadership in order to understand business needs, identify IT solutions, and align the IT service model to the department’s strategic goals.
Fosters collaboration amongst staff in the Information Systems organization by sharing information, cultivating a culture of trust and transparency, encouraging dialogue and collaborative problem solving, setting expectations, and leading by example in order to promote high performance, a positive workplace culture, high workforce retention, etc.
Assists the General Manager or Deputy General Manager in leading enterprise-wide information technology initiatives by coordinating with County or non-county agencies in order to enhance or better align products/services with Countywide strategies.
Optimizes IT solution development and acquisition by ensuring subordinates are developing high quality Project Scope, Buy-Build Analysis, Functional and non-functional requirements, Technical Standards and Guidelines, and Statements of Work (SOW) in order to effectively capture and reflect business needs, mitigate risks, and ensure project success.
Ensures conformance with County and/or Departmental IT Governance and standards by coordinating with the relevant IT units and business stakeholders in order to make effective use of IT resources and investments to align with County and Departmental strategies.
Directs and/or prepares various documents (e.g., written and numerical reports, business requirements and rules, user manuals, technical documentations, training manuals for applications, tutorials, etc.) by instructing staff on the appropriate content/structure, and reviewing documents for completeness and accuracy in order to effectively communicate pertinent information to the target audience.
Protects information assets by ensuring the development and implementation of services/products adhere to IT security policies, standards, and procedures to manage risks and to comply with policies, procedures, laws and regulations.
Represents the division (e.g., on committees, meetings, conferences) by serving as the liaison to other County and/or non-county agencies and by preparing for and attending committee meetings, conferences, etc. in order to present information to others (e.g., one-on-one or ingroups), address and/or raise concerns, or assess the need for action by the division.
Requirements Requirements to Qualify: Three years of experience within the last five (5) years, at the level of SECTION MANAGER, INFORMATION TECHNOLOGY, ISD ; SECTION MANAGER, INFORMATION TECHNOLOGY, SYSTEMS PROGRAMMING, ISD; SECTION MANAGER, INFORMATION TECHNOLOGY, COMMUNICATIONS SYSTEMS, ISD ; INFORMATION TECHNOLOGY SPECIALIST, ISD ; or INFORMATION TECHNOLOGY MANAGER I , managing/leading a section or team that performs highly complex information technology work.
Special Requirement Information:Section Manager, IT, ISD is defined as manages the activities of an Information Technology organization in ISD in the performance of a variety of information technology, applications systems or telecommunications systems development, implementation, modification, and maintenance activities.
Section Manager, IT, Systems Programming, ISD is defined as managing a section supporting and maintaining large scale mainframe or midrange operating systems and associated software in a critical application, high-availability environment.
Section Manager, IT, Communications Systems, ISD is defined as managing an Information Technology section of the Internal Services Department (ISD) performing telecommunications equipment and systems operation, maintenance, repair, installation, modification and/or related technical support activities.
Information Technology Specialist, ISD is defined as technical expert, systems/solutions architect, or a project manager in a technical and specialized field of information technology.
Information Technology Manager I is defined as responsible for managing the staff and resources of a small division or large section that provide information technology services for business users.
License:A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Physical Class:2 - Light -This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping or squatting. Considerable ambulation may be involved.

Applicants must meet the specialty requirements and achieve a passing score of 70% or higher on the examination to be placed on the eligible list. Transfer of Test Components: If you recently took identical components for other exams, the test responses may be automatically transferred to this examination. This exam contains test components that might be used on future exams, and your responses could be transferred to that exam.
Eligibility Information: The names of candidates receiving a passing score in the assessment will be placed on the eligible list in the order of their score group for a period of twelve (12) months following the date of promulgation. PASSING THIS EXAMINATION AND BEING PLACED ON THE ELIGIBLE LIST DO NOT GUARANTEE AN OFFER OF EMPLOYMENT.
