    ABOUT THE POSITION

    Under general supervision, incumbent performs a variety of complex and highly administrative support duties in the Training Unit of the Downey Police Department.

    An Eligible List of qualified applicants will be established from this recruitment. Generally, a valid Eligible List is in effect for up to one year.

    EXAMPLES OF ESSENTIAL FUNCTIONS

    The following examples are intended to describe the general nature and and level of work performed by persons assigned to this classification:

    • Prepare a variety of reports, correspondence, newsletters, bulletins, and records related to training function.
    • Coordinate training activities, seminars, conferences, and workshops, which may include review and evaluation of training requirements; track employee request forms; send out training confirmations and reminders; secure facilities and instructors for training.
    • Maintain records of sworn staff's completed college units and complete POST certificate applications.
    • Develop and maintain the Department’s training calendar. Schedule and monitor annual POST perishable skills training to ensure compliance with POST mandates. Proactively registering employees into required courses.
    • Coordinate new hire employee (pre and post academy) training; orientation schedules.
    • Reviews, maintains, updates and submits employee training records for compliance with CA POST continued professional training requirements.
    • Research new training materials; evaluate and update training programs and vendors to keep current with resources, techniques; consults with staff members, public and private representatives to ensure training information is current.
    • Assist with preparing for California POST annual audits.
    • Coordinate with department instructors to create in-house perishable skills training curriculum. Submit those training programs to POST for certification.
    • Performs other related duties as assigned.


    QUALIFICATIONS

    Any combination of experience and training that could likely provide the required skills, knowledge, and abilities to perform the essential functions of the position is qualifying. A typical combination is as follows:

    Education & Experience:An Associate’s degree is preferred with at least three (3) years of adult training support experience or at least one (1) full-time year of related experience is required with a Bachelor’s degree in Public Administration or Criminal Justice.

    Knowledge of:Principles, techniques and training methods used in adult education; law enforcement training techniques; general administrative procedures, including budgetary practices in a municipal government environment; and methods and practices in research, including internet research.

    Ability to: Plan, organize, and coordinate the delivery of training programs; prepare and present oral and written presentations; communicate orally and in writing; research, analyze, explain and/or prepare recommendations, reports, and other correspondence for management and staff; establish and maintain effective working relationships with consultants, other government agencies, staff, and the general public (as required);

    License Required:Due to the performance of field duties, a valid California Class C Driver’s License in addition to an acceptable driving record at the time of appointment and throughout employment in the position is required.

    ADDITIONAL INFORMATION

    California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent’s driving record and Driver’s License status on a periodic basis to the City of Downey. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.

    Physical Tasks, Abilities, and Environmental Conditions:

    The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of the position.

    Work is primarily performed indoors in an office environment. Work is not substantially exposed to adverse environmental conditions.
    Selection/Testing Process: All applications materials received by the required deadline will be reviewed and evaluated on the basis of information submitted to determine the level and scope of the applicant's qualifications for the position. For consideration, an employment application and supplemental questionnaire must be thoroughly completed. Failure to complete the information requested may result in an application being removed from consideration.

    NOTE: The City of Downey reserves the right to limit the number of candidates who continue in the recruitment process based on higher scores achieved on the written examination. Candidates selected to continue in the process will be sent an invitation via email.

    Those applicants who most closely match the desired qualifications for the position will be invited to participate in the examination process which will consist of:

    Part I: Qualifying Written Examination. Only those applicants who meet a passing score of 70% or above on the written examination will proceed to an appraisal examination (oral interview). NOTE: The City of Downey reserves the right to limit the number of candidates who continue in the recruitment process based on higher scores achieved on the written examination. Candidates selected to continue in the process will be sent an invitation via email. The written exam is tentatively scheduled for the week of August 25, 2025.

    Part II: Appraisal Examination (Oral Interview) . An Eligibility List of qualified candidates will be established based on the results of the oral interview which will be weighted at 100%. This examination is to assess the applicant's knowledge, education, experience, and general ability to successfully perform the essential functions of the position. Interviews are tentatively scheduled for the week of September 8, 2025.

    Candidate(s) who complete selection testing with acceptable results will be considered by the Department hiring authority. Prior to a conditional offer of employment, a candidate will undergo a comprehensive background check that includes employment reference checks, criminal history check, fingerprinting with the California Department of Justice, a credit review, and a polygraph. A job-related pre-placement medical examination, including a drug screen will be conducted upon issuance of a conditional offer of employment.
