Job Summary
Coordinates and oversees the daily operations of a City aquatics program site. Plans, coordinates and supervises aquatics program activities and events. Supervises aquatics program staff.
Representative Duties
Functions as the primary on-duty site supervisor for a City aquatics facility during operational hours and is a key member of the City’s comprehensive aquatics program.
Supervises and monitors the daily operations of an aquatics program site. Conducts daily inspections of the program site. Identifies site maintenance needs. Submits work requests and monitors maintenance staff as required. Makes recommendations for changes to program operations as required.
Assists in the development and administration of the program budget; submits budget recommendations and cost estimates; monitors expenditures and revenues.
Oversees cash counting, reconciliation and deposits for program activities. Monitors facility attendance and usage.
Coordinates permitted facility usage. Organizes swim lesson registration.
Plans community-responsive aquatics program activities and small to large scale events. Develops and coordinates community outreach strategies and materials. Develops and implements curricula for programs and activities. Identifies and orders required program materials and supplies.
Develops appropriate staff schedules for final approval and assigns staff based on approved staffing schedules. Identifies scheduling problems and proposes changes to staffing schedules.
Supervises aquatics program staff. Conducts employment interviews for program staff and makes hiring recommendations. Instructs program staff in program procedures and job duties. Coordinates and oversees the daily work activities of program staff. Prepares performance evaluations for program staff and makes recommendations regarding disciplinary action.
Coordinates and conducts training of program staff. Identifies and makes recommendations regarding training needs and resources. Assists in the development of the aquatics program training curriculum, including emergency response procedures.
Develops marketing and promotional materials for aquatics programs and special events. Coordinates with the City’s Office of Communications to ensure consistency with City branding standards and to promote programs through approved City channels.
Assists in the implementation of outreach strategies to increase community awareness, engagement, and participation in aquatics offerings. Develops and distributes participant surveys; complies and analyzes survey results to improve program participation and promotional strategies.
Handles and resolves program participant conflicts. Refers sensitive situations to the Principal Community Services Supervisor.
Assists in the development of operational guidelines and procedures.
Maintains program records and prepares reports , as required.
Responds to routine to more serious issues, complaints and emergency situations.
Recognizes and performs aquatics emergency rescues, administers artificial respiration, CPR and first aid when appropriate.
Performs other duties, as assigned.
Requirements
Knowledge of:
Basic principles of community services, recreation and aquatics programming

Techniques for record-keeping and cash handling
First aid methods and safety precautions used in aquatics programs
Basic principles of group management and child development
Applicable federal, state and local laws and regulations
Operation specific safe work practices and procedures and applicable Cal OSHA regulations
Effective customer service and conflict and dispute resolution techniques
Modern office practices, methods and computer equipment
Ability to:
Assess the effectiveness of daily program activities and operation

Develop and implement aquatics program procedures
Supervise and train aquatics program staff
Ensure staff are compliant with all safety regulations and procedures
Resolve program participant conflicts and disputes
Maintain accurate program records
Conduct effective community outreach activities and promote community participation in programs
Provide effective customer service
Create, develop, plan and coordinate aquatics program activities
Learn, understand and apply applicable policies and procedures
Provide basic first aid and CPR
Work with persons from diverse social, cultural, and economic backgrounds as well as a variety of work styles, personalities, and approaches

REQUIREMENTS
Minimum Qualifications:
Option A
Education: Graduation from an accredited college or university with a bachelor’s degree.
Experience: Two years of recent, paid work experience planning, organizing and implementing community service programs and events, preferably in an aquatics environment. At least one year of the recent, paid experience must have included leading and coordinating the work of others.
Option B
Education: Graduation from an accredited college or university with an associate degree.
Experience: Four years of recent, paid work experience planning, organizing and implementing community service programs and events, preferably in an aquatics environment. At least one year of the recent, paid experience must have included leading and coordinating the work of others.
Option C
Education: Graduation from high school or the equivalent.
Experience: Six years of recent, paid work experience planning, organizing and implementing community service programs and events, preferably in an aquatics environment. At least one year of the recent, paid experience must have included leading and coordinating the work of others.
Licenses and Certificates:
Possession of a valid Red Cross or National/State accredited certification in cardiopulmonary resuscitation for the professional rescuer, Water Safety Instruction and lifeguard training. Possession of a lifeguard training instructor certificate and/or Instructor Trainer certification is desirable. Must obtain National Swimming Pool Foundation Certified Pool Operator certificate within six months of hire. Possession of a valid class C driver license or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

If three or more qualified City employees apply and pass the examination, a promotional list will be established in addition to an open-competitive list. If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City's civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.

WORKING CONDITIONS:
The work is regularly performed indoors and outdoors in variable weather conditions. May encounter pool chemical odors and first aid related biohazards. May be required to work a varied schedule which may include days, evenings, weekends and holidays. May be required to wear a uniform while on duty. Physical demands may include bending, kneeling, squatting, sitting, running, swimming, standing, water rescue climbing and lifting moderate weight.
