JOB SUMMARYJOB SUMMARY Under general supervision of the Code Compliance Manager; provides for the enforcement of municipal codes; investigates code violation complaints; inspects buildings for regulatory compliance; prepares and maintains code enforcement/inspection records; interacts with the public regarding code enforcement and inspection matters; educates the public on requirements and resources to be compliant; and performs other related duties.
Note: This position will be working directly with the planning department to provide enforcement of municipal codes; assisting with the regulation of conditional use permits, certificate of occupancies, zoning infractions, sign regulations, home occupations, and enforcement of setback requirements.
Experience with planning and development, development or zoning functions is not required but is preferred.
ESSENTIAL FUNCTIONS AND DECISION MAKINGESSENTIAL FUNCTIONS - Conducts a variety of code enforcement and building inspection activities:
- Inspects establishments and/or properties for compliance with applicable building, fire, and zoning codes.
- Investigates buildings, properties, and residences regarding complaints of safety hazards and/or code violations.
- Enforces municipal ordinances including those related to zoning and uses of property.
- Coordinates related activities with outside agencies, businesses, attorneys, and inspectors.
- Issues notices of violation, citations, correction letters, stop work orders and other enforcement and compliance notifications as needed.
- Patrols the City and monitors for non-permitted construction activity and code violations.
- Provides an excellent customer experience while interacting with the public via telephone, at meetings, and/or during onsite inspections; addresses complaints regarding various code matters.
- Performs data entry; updates and maintains computer records for inspections, permits, licenses, certificates, and other related activities.
- Miscellaneous:
- Provides depositions and/or testimony for administrative and criminal cases.
- Provides public education activities and coordination of available resources.
- Performs other related duties as assigned or required.
DECISION MAKING - Ability to read and interpret codes, plat maps, surveys, blueprints, and other legal documents.
- Ability to understand and act on complex code related issues.
- Ability discuss complex code and legal issues with community members and city staff.
- Ability to remain calm, make quality decisions, maintain a professional demeanor and attitude at all times, including during stressful and tense situations.
MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications)MINIMUM REQUIREMENTS - High School Diploma or equivalent is required.
- Must possess a valid Driver's License with an acceptable driving record.
- Must possess Code Enforcement Officer Certification, or the ability to obtain certification within two (2) years of hire.
PREFERRED QUALIFICATIONS - Experience in code enforcement inspection preferred.
- Two (2) years of related work experience.

- Effective verbal and written communication skills are required; must be able to maintain positive working relationships with City departments and personnel, outside agencies, and the general public; displays professionalism at all times.
PHYSICAL DEMANDS AND WORKING CONDITIONS Physical requirements include lifting up to 50 pounds occasionally. Subject to standing, sitting, walking, vision, hearing, talking and foot controls constantly; reaching, handling, crouching and crawling frequently; lifting, carrying, pushing/pulling, kneeling, bending, climbing and balancing occasionally; twisting rarely.
Working conditions involve exposure to variable and/or extreme weather conditions, heavy machinery, general construction hazards, working on elevated structures, hazardous chemicals, infectious diseases, and potentially irate members of the public.
