  • Job Description

    The Board General Office Administrative & HR Program Specialist (Actual job class: Legislative Assistant II)  is an unclassified management position responsible for overseeing the administrative and human resources functions of the Clerk of the Board and Board of Supervisors offices. This role includes managing recruitment efforts, payroll, and handling personnel transactions. The candidate will be familiar with employment laws, civil service rules, and capable of interpreting and applying these in day-to-day tasks for the Clerk of the Board as prescribed by law and directed by the Board of Supervisors. 

    Duties will include the following:

    • Acts as a liaison with the Clerk of the Board and Board of Supervisors offices on human resources related matters.
    • Processes human resources, payroll and/or timekeeping actions and assist in payroll related activities; maintains human resources and payroll related records; provides information to management and employees regarding compensation and employment.
    • Reads and interprets Civil Service rules, laws and regulations, Administrative Code, Memorandum of Agreements, Compensation Ordinance, and related reference materials.
    • Responds to inquiries from the public, department representatives and employees concerning confidential information in situations where tact and judgment must be exercised.
    • Participates in recruitment activities. Performs a variety of recruitment efforts such as submitting requisitions, reviewing applications, and scheduling interviews.
    • Enters and processes human resources related transactions and information into applicant and employee tracking systems.
    • Serves as a receptionist providing information to the public.
    • Screens phone calls and answers inquiries regarding county services and general departmental policy and procedures.
    • May select, supervise, train, and evaluate subordinate support staff.
    • May update policies and procedures, desk and training manuals.
    • Coordinates the Countywide Volunteer program, including preparing annual reports and organizing the annual recognition event.

  • Job Requirements

    Three (3) years of experience which demonstrate the ability to perform the essential functions of the classification AND a bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency, OR a combination of education and/or experience as stated above. Notes: A master's or doctoral degree from an accredited U.S. college or university, or a certified foreign studies equivalency, may substitute for up to one (1) year of the required experience
