DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Inspector conducts environmental inspections and enforcement at construction sites to ensure compliance with the EPA Clean Water Act and the associated Texas Commission on Environmental Quality (TCEQ) Construction General Permit, TXR-150000, and city ordinance. In addition, they inspect and enforce the post construction Stormwater Quality Permit required under this legislation and by city ordinance. Various duties include, but are not limited to the following:
- Inspect construction sites in their assigned territory to ensure compliance with environmental regulations.
- Perform electronic recordkeeping activities, complete inspection reports, take and maintain photographs during inspections, and maintain daily logs.
- Issue notices of violation and follow up on corrections of violations.
- Write citations and make court appearances.
- Research and evaluate plans, specifications, and drawings.
- Meet with contractors, developers, engineers, government entities, and the general public in response to inquiries.
- Respond to citizen complaints and inquiries.
- Prepare and submit various technical reports.
- Perform other duties as assigned.
WORKING CONDITIONS
The position routinely requires lifting of moderately heavy items, such as computers or records boxes (up to 40 pounds) and/or very long periods of walking on rough surfaces, working in extreme weather conditions on a routine basis.
This is a Houston Public Works Emergency Management position at the Tier II Level. MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a High School Diploma or G.E.D. and up to 18 months of education or training in the area of inspection to be performed.
EXPERIENCE REQUIREMENTS
Two (2) years of journey level or skilled experience related to the area of inspection to be performed are required.
LICENSE REQUIREMENTS Require a valid Texas driver's license and compliance with the City of Houston's policy on driving.
PREFERENCESPreference may be given to applicants with construction experience.
Preference will be given to applicants with environmental consulting, environmental inspection, or pollution prevention experience regarding EPA, TCEQ, or another state’s stormwater regulations.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6**.GENERAL INFORMATION SELECTION/SKILLS TESTS REQUIRED: None
