    As an integral part of the Operations Division, the Superintendent of Operations - Mechanical, Electrical, and Corrosion plays a vital leadership role in maintaining the reliability, safety, and efficiency of the community’s water infrastructure. This position is responsible for the oversight and performance of all pump stations, electrical systems, flow regulators, and corrosion protection programs across the water distribution system.

    The Superintendent manages a team of twelve employees, nine focused on mechanical and electrical systems and three dedicated to corrosion control, and is accountable for an operational budget of $3,117,822. This role provides strategic and day-to-day leadership over the installation, operation, and maintenance of pumps, motors, electrical controls, and protective infrastructure systems. Responsibilities include supervising staff, managing asset integrity, and ensuring regulatory compliance to support continuous water service delivery at the highest standard.

    Key responsibilities include:
    • Daily oversight and management of pump stations, including mechanical and electrical systems such as motors, drives, pipelines, and flow regulators.
    • Implementation and maintenance of corrosion control programs to protect infrastructure assets and ensure system longevity.
    • Operation and support of electrical systems that power pumping equipment and associated controls ensuring consistent and reliable functionality.
    • Supervision, mentoring, and development of mechanical, electrical, and corrosion staff with an emphasis on technical excellence, safety, and performance accountability.
    • Budget management, resource planning, and performance tracking to ensure efficient use of operational funds and alignment with long-term capital goals.
    • Collaboration with engineering, maintenance, and compliance teams to support system upgrades, preventive maintenance, and emergency response readiness.

    Key priorities include:
    • Leading daily operations of a complex mechanical, electrical, and corrosion control system across an extensive water infrastructure network.
    • Troubleshooting and solving critical system issues related to pumps, motors, controls, and corrosion protection to ensure uninterrupted service.
    • Overseeing resource planning and budget execution to support efficient operations, long-term asset management, and regulatory compliance.

    THE IDEAL CANDIDATE WILL:
    • Bring deep technical expertise in mechanical and electrical systems, pump operations, and corrosion control within a water utility or similar environment.
    • Demonstrate strong leadership skills with experience in supervising multidisciplinary teams and fostering a culture of safety, accountability, and continuous improvement.
    • Excel at critical thinking and troubleshooting with a proven ability to identify root causes and implement timely, effective solutions to complex system issues.
    • Be experienced in supervising shift-based operations, ensuring seamless coverage, effective communication, and consistent performance across all shifts.
    • Demonstrate proficiency with Microsoft Office, Geographic Information Systems (GIS), and Enterprise Resource Planning (ERP) software to support operational analysis, reporting, and data-driven decision-making.
    • Bring a proven track record of developing, coaching, and supervising staff.
    • Communicate in a proactive, approachable, and responsive manner, demonstrating a clear understanding of internal and external stakeholder needs and a strong commitment to meeting them.
    • Build and maintain effective working relationships with employees at all levels of the organization, representatives of regulatory agencies, contractors, and the public.
    • Be a flexible, reliable, and detail-oriented self-starter, with high standards for quality, safety, and accountability in all work products and decisions.

    Typical Qualifications

    Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

    Graduation from college with a degree in engineering or other related field; and 5 years of increasingly responsible experience in water system maintenance, or repair and maintenance of water systems mechanical and electrical equipment, at least 3 years of which must include supervising the work of others.

    OR

    Completion of the twelfth grade or its equivalent; and 7 years of experience at least 3 years of which must include supervising the work of others in the applicable area of responsibility, depending on assigned areas. Qualifying areas of experience may include one of the following:
    • Operation of a T5 rated conventional surface water treatment plant.
    • Operation of a D5 rated distribution system.
    • Maintenance of a complex water system(s) which may include one or more of the following: system maintenance, facility maintenance, mechanical and electrical equipment including controls and instrumentation.

    AND

    Required Certification:

    Possess valid Grade D3 Water Distribution Operator Certificate issued by the California State Water Resources Control Board Division of Drinking Water at time of application.

    License:

    Possession of, or the ability to obtain, a Class C California driver's license issued by the State Department of Motor Vehicles and satisfactory driving record.
    Other Requirement:
    Be available to work on an on-call basis for non-routine situations and emergency responses.

    OUR HISTORY

    Regional Government Services Authority (RGS) is a Joint Powers Authority (JPA) serving the needs of cities, counties, special districts, joint powers authorities, and other governmental entities since 2002. RGS works exclusively for the benefit of public agencies, providing a ready source of support and consulting services to meet the needs of its partner agencies in a broad range of disciplines and to help local governments meet three challenges:

    1. Decreasing revenues
    2. Increasing demands (and costs) for services, and
    3. Loss of experienced staff.

    Local government leaders knew that these challenges were likely to continue, so agencies would have to work together – uniting not only their voices but their resources to advocate and become more efficient. The idea behind the creation of RGS was to form an agency that would help local governments share expertise and improve efficiencies. This was an emerging need. It did not require that each agency hire full-time staff. With the creation of this JPA, agencies could, in effect, share expertise through a third-party.

    WHO WE ARE

    Today, RGS is governed by several member agencies, all with the common goal expressed in the JPA’s MISSION STATEMENT: To provide quality, innovative, cost-effective services exclusively to public agenciesIn November 2020, the 5-year Strategic Plan was adopted. Current member agency representation can be found on the Board of Directors page of this website.

    RGS developed a highly flexible platform of administrative support, benefit plans and programs that could serve the diverse needs of cities, special districts, counties and other joint powers authorities. Flexibility was vital because the needs of partner agencies varied and because RGS services were 100 percent fee-based. Thus, RGS costs have always been able to ramp up or down quickly, as demand changed.
